Odisha - Apply for Learner Driver License

Apply In-PersonEdit

  1. To apply for a Learner Driver License in Odisha the applicant has to approach the RTO office of the area.
  2. Information related to the RTO offices can be obtained from the “Office Location and Contacts” Section of this page.
  3. You will have to submit Application either in Form No.2 or form no. 3in front of licensing authority.
  4. Application form no 2 can be downloaded from following link: Form 2
  5. Application form no 3 can be downloaded from following link: Form 3
  6. Application forms can also be obtained from the appropriate RTO offices.
  7. The applicant should make sure they are eligible for applying for driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
  8. Please make sure you have all the documents that are listed down the “Required Documents” section of this page.
  9. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
  10. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
  11. After verification of the documents applicant will have to go through a learner test.
  12. A computer based multiple choice objective test is conducted and whoever correctly answers sixty percent questions put to him is declared pass.

  1. You can also apply for learner license online via state portal: State Portal
  2. Select the online services tab from the web site page.
  3. From the dropdown menu select “LL Appl. and appointment”
  4. Once you select the option you will be redirected to sarathi portal: Sarathi
  5. Further you can follow the instructions as explained below online application via national portal.
  6. You can also apply online directly via national portal page as explained below.

Apply Online via National Portal - Odisha Apply for Learner License online with Images

  1. In order to apply for online, please follow the link : online portal
  2. Please select "Online Services" from the menu and click on "Driver License Related Services".
  3. You will be taken to a new screen where you have to select “Odisha” in the drop down menu against “Please select the State from where the service is to be taken”.
  4. Once you select the State, you will have to select the RTO office from where the service needs to be taken.
  5. Based on your selection you will be redirected to the services page. Click on apply online
  6. From the given options select “New Learner License”
  7. Fill the Applicant Details as instructed
  8. Upload the required Documents mentioned on this page
  9. Upload Photo and Signature if required (applicable for only some states)
  10. Pay the required fees
  11. Once submitted the application, go for DL Test Slot Booking online via following link: Slot Booking
  12. Select Learner license test sub option from the appointment “slot booking” section
  13. Once you are redirected to fresh page, submit the application with your application number and book the desired slot.
  14. In case you are not able to attend the booked appointment slot, cancel it online via following link: Cancel Appointment
  15. From the cancel appointment drop down menu select , “Learner License Test” option
  16. You will be redirected to the page, where you will be asked to fill the details such as application number and date of birth along with verification code and submit to cancel your booking.
  17. The test of competence will be conducted by the competent authority.
  18. After verification of the documents applicant will have to go through a learner test.
  19. A computer based multiple choice objective test is conducted and whoever correctly answers sixty percent questions put to him is declared pass.
  20. Applicant can go apply for online mock test via following link: Mock Test
  21. You have to select “Mock Test for LL’ option from the drop down menu of LL Test (STALL). You will be redirected to the page, fill the required information and continue.
  22. You will be redirected to the page, where you will be asked to fill the details such as name, date of birth, language and state and can log in for mock test.
  23. Applicant can give online test for learner license, via following link: Online Test
  24. You have to select “online LL Test (STALL)” option from the drop down menu of LL Test (STALL). You will be redirected to the page, fill the required information and continue.
  25. Applicant needs to book the slot for the test. You check the availability of the slot online and book accordingly.
  26. Once you select the RTO you will be redirected to the page where you will be able to see a calendar which indicates the date and slot available for test. Red blocks indicates non availability, orange means open. Based on your choice and availability you can select learner license slot.

  • For the Learner Driving License one has to apply before the Licensing Authority along with the following documents:
  1. Application form no 2 can be downloaded from following link: Form 2
  2. Application form no 3 can be downloaded from following link: Form3
  3. Medical Certificate Form-1A
  4. Self declaration physical fitness: Form-1
  5. Three copies of passport photographs.
  6. Driving Certificate in form-5 issued by approved Training School (Compulsory for Transport Vehicle License)
  7. Proof of Residence: Attested copy of any of the following:
    • Ration card.
    • Life Insurance Policy.
    • Passport.
    • Aadhaar Card
    • Voter Identity card.
    • Pay slip issued by any office in the Central/State or a local body.
    • The consent from parents in blood relation can be treated as residence proof, if parents enclose their residence proof.
    • Other authentic proof acceptable by Motor Licensing Officer (MLO).
  8. Proof of Age: Attested copies of any of the following:
    • School certificate
    • Passport
    • Birth Certificate
    • Aadhaar Card
    • Certificate from Central/State Govt. or a local body
    • Identity card/voter list
    • PAN of Income Tax card
    • Other authentic proof acceptable by M.L.O

    (a). Personal details such as name, address, date of birth, place of birth.
    (b). Educational qualification.
    (c). Type of Indian citizenship (by birth, naturalization) along with documentation.
    (d). Blood group.
    (e). Previous driving licences held with details (if any).
    (f). Driving school certificate (if required).
    (g). Exemption from medical test (if applicable).

(iii) Motorcycle riders must not carry any pillion passenger.
(iv) Bus drivers must not carry any passenger except a person giving or receiving instruction.
