1. To apply for a Tobacco Collector Agreement, the applicant will need to create an account with Nova Scotia Online service, here is the link to the website Link
2. The applicant will need to create an account, click on “Create account”.
3. Select the language the applicant wants to view the page in.
4. Click on the “Create account” icon again. The applicant will be directed to another page.
5. Agree with the Privacy notice.
6. The applicant will need to enter their email, and click on “Submit”.
7. The applicant will need to enter a username and password.
8. Once submitted, an activation link will be sent to the applicant's email ID, click on this link to activate the account.
9. Once the account has been activated, log in to the account.
10. Once logged in, click on “Search for licenses”.
11. Search for a tobacco wholesaler license and apply for it.
12. Enter all the relevant details and click on submit.
13. Attach copies of documents as mentioned under the “Required Documents” section of this page.
14. Once the application form has been submitted the applicant shall receive their license within 2 weeks from the submission of the application.
15. Once the applicant obtains their license, they are appointed as tobacco tax collectors and must pay the tax every month.

• Documentation from suppliers showing that a business relationship is established
• The applicant’s Articles of Incorporation
• An original copy of a criminal records check for all proprietors, partners or company directors

• The applicant must be 19 years of age or above.
• The applicant must sell, offer or sell tobacco for resale.
• When a person obtains a wholesaler license, they are appointed as a tobacco tax collector.
• The applicant must be in compliance with joint-stock companies, find further information here Link

• The applicant will not need to pay a fee to obtain a license.
• The applicant may need to pay a bond deposit, this will be intimated by the authorities.

• The Tobacco Wholesaler Vendor Permit is valid for one year.

• The applicant shall receive their license within 2 weeks from the submission of the application.

• Licensed importers and wholesalers are appointed as tobacco tax collectors and are required to report and remit the tobacco tax on products imported or wholesaled on a monthly basis, even if the return is nil.
