1. To apply for a Basic International Telecommunications Services Licence (BITS), the applicant will need to complete a cover page obtained from the Canadian Radio-television and Telecommunications Commission’s Data Collection System.
2. The applicant will need to create an account with CRTC to submit a cover page. Click on the following link to the login page Link
3. If the applicant has an account click on the “Proceed to DCS Submissions Cover Page” link.
4. If the applicant does not have an account, they will need to create a CRTC account.
5. If the applicant has an account, they can log in using a GCKey or sign-in partner login.
6. If the applicant does not have an account follow these steps:
   • The applicant can select if they want to log in using GCKey or sign-in partner.
   • Click on the “Sign up” option. Accept the terms and conditions and click on “Next”.
   • Enter a username and password and click on “Next”.
   • The applicant will need to enter recovery questions and answers, click on “Next”.
   • Once this is done, click on “Continue”.
   • The applicant will need to request an activation code from the CRTC to activate their account.
   • The applicant will need to call the CRTC on any of the numbers provided under the “Office Locations and Contacts” section of this page.
   • Enter the activation code to activate the CRTC account.
7. Once the applicant has logged in to their account, they will need to fill out the cover page.
8. The applicant will need to fill out “Form 503”. Only the applicant’s designated Response Manager or a designated Survey Respondent may complete Form 503.
9. The applicant will also need to submit a notarized affidavit, find further information under the “Documents to use” section of this page.
10. The CRTC may call if they need further information.
11. Once the application is reviewed, the commission will decide if they want to approve the applicant’s license.

• BITS licensees are authorized by the CRTC to carry telecommunications traffic between Canada and any other country. Only telecommunications providers that have a BITS licence may carry traffic internationally.
