Nigeria - Permit to Buy Explosives


Procedure

Apply Online:

  1. For the Applicant to apply for Permit to Buy Explosives, he/she must log-in to the portal Link with valid credentials.
  2. New users can click on “Register” and provide Username, mail id and password to create account. Then the applicant can log-in from the home page Link with the newly created account.
  3. From the Dashboard page, he/she has to click on the “View More” link under the “Mines Inspectorate” tab to view the possible applications.
  4. The system displays the List of MI Applications, scroll down to the Permit to Buy Explosives and click “Apply Now” button under it.
  5. The system displays the Guidelines Page, review the page and click on “Next”.
  6. The system displays the Explosives Licence page, select the Licence to use and click “Use this Licence” button.
  7. The system displays the Explosives Seller details page. Select the Explosives Seller, state the reason for purchase, method of transport, and click the “Save” button.
  8. The system saved the selected Explosives Seller details, click the "Continue” button.
  9. The system displays Explosives Page, add the Explosives to be purchased by selecting the Explosive name, and enter the quantity to purchase. Then, click the “Add” button.
  10. The system added the Explosives with the quantity to buy successfully, click the “Next” button.
  11. The system displays the Documents Upload page, attach the required supporting documents and click the “Upload” button.
  12. The system uploaded the supporting documents successfully, click “Save & Continue” button
  13. The system displays the Confirmation page, scroll down to the bottom of the page to click on “Make Payment”
    NOTE: Applicant can also print the Confirmation Page by clicking on the “Print” button at the top right side of the Confirmation Page
  14. The system displays the Generate Payment Invoice Page, click “Generate Invoice” button.
  15. The system generated Payment Invoice Page, Click on “Generate RRR” to generate Remita Retrieval Reference Number to make payment.
  16. The system generated RRR, choose between the payments options to make payment
  17. If the Bank Payment is chosen; payment will be done via bank and the system will synchronize the payment within 15 mins. Else click on Instant Payment to pay via “REMITA”
  18. The system displays the REMITA Page, click the “Submit” button
  19. The system displays REMITA Payment option and chooses the card option. Enter the card details and click the Pay NGN 10,000 button.
  20. The system redirects to the Payment Successful Confirmation Page, click the “Proceed” button.
  21. The system displays Feedback page, click the “Finish” button.
  22. The system redirects to the Application Dashboard page, clicking on the “Mines Inspectorate Department” tab shows the application’s status.




Required Documents

  • Tax identification certificate.
  • CAC registration certificate.
  • Articles and Memorandum of Association.
  • Attestation of non-conviction of criminal offense.
  • Three years current tax clearance certificate.
  • Evidence of correspondence with foreign laboratory where the analysis is to be conducted.
  • Evidence of adequate explosive storage facilities.
  • Monthly returns on explosives for 3 months preceding.
  • Monthly returns on mineral production quarries for 3 months preceding.
  • Evidence of royalties’ payment for 3 months preceding.
  • Evidence of receipt and usage of previous permits. (renewal)

Eligibility

  • Anyone who imports, manufactures, deals, transports, ships, or receives explosives can apply for the permit.
  • Licences can be granted to an individual, body corporate or partnership.
  • Individuals must be at least 21 years of age.



Fees

  • The applicant needs to pay NGN 10,000.



Validity

  • Period of validity will be mentioned in the permit.

  • It is required by law, that anyone who imports, manufactures, deals, transports, ships, or receives explosives must obtain an explosives license or permit. A license allows a licensee to engage in the business of importing, manufacturing, or dealing in explosives legally.
