Apply In-Person:

1. To obtain permit or license to access flare gas in person, the applicant has to visit the office of the Department of Petroleum Resources.

3. Visit the office and obtain an application form to get enrolled in the Nigerian Gas Flare Commercialization Programme from the relevant department.
4. Complete the application form and submit it at the relevant authority. After some required processes, you will get enrolled in the Programme.
5. Once got registered, the applicant will be required to submit the Statement of Qualification which is the comprisal of certain necessary documents which you can in the “Required Documents” section of this page.
6. The applicant should also pay an amount of fees for submission. The submitted documents will be evaluated and checked whether it complies with the criteriaset by the Department.
7. If yes, the applicant will be shortlisted as a Qualified Applicant and will be instructed to proceed for the Request for Proposal(RFP) process.

9. On receipt of the instruction regarding RFP, the applicant shall apply for a Data Access permit which enhances him/her to access relevant Flare Site Data.
10. In response to the RFP, the applicant/Bidder should submit a proposal/bid to deal with flare gas from designated flare gas sites.
11. The submitted proposal will be evaluated accordingly and the applicant will be selected as a Preferred Bidder if his/her deal is found appealing.
12. For the grant of Flare Gas Access permit, the Bidder should fulfil a set of conditions which can be found in the ‘Schedule A-subsection 2.7’ in the following document criteria for grant of license
13. Once all the stipulated conditions/requirements are met, the application will be approved and the applicant will be informed through phone/mail to collect the permit.
