Apply In-Person:
- To apply for Non-commercial Flight Operations (PNCF) permit in person, the applicant has to visit the office of the Director General of Nigerian Civil Aviation Authority (NCAA).

- Compose an application letter in writing as a request for obtaining a Permit For Non-Commercial Flight Operations.
- It must state the purpose for which the aircraft will be used, the number and type(s) of aircraft to be operated and Area of operation of flights (i.e. whether within and outside Nigeria).
- Visit the office of the Director General and submit the application letter along with the documents in the “required documents” section of this page.
- After receiving an application, the Director General may request for necessary additional information (if required) from the applicant.
- The applicant should comply with the directives made by him/her and provide the required information.
- During the processing course of the application, forward the Personal History Statements forms and other relevant documents to the Ministry of Aviation on behalf of the applicant to enable it seek Security Clearance, from the Presidency.
- Once all the necessary processes gets completed, the authorities will make necessary steps for the permit issuance process.
- When the permit is ready to be collected, the applicant will be informed to collect it by any applicable means.

- Two Passport size photographs (for each owner or shareholder with more than 5% equity shareholding)
- Proof/receipt of payment
- Proof for Source(s) of funds for maintenance and safe operation of aircrafts
- Tax Clearance Certificate(s) of owner and Directors
- Certified true copy of the Certificate of Incorporation (four copies)
- Certified true copy of the Memorandum and Articles of Association (four copies)
- Valid proof of Identification (Individuals)

Eligibility
- Any individual or organisation, that wishes to carry on Non-commercial Flight Operations, is eligible for the permit.
- The applying entity must possess an Identification document (individuals) or a valid founding document (non-individuals) in order to become eligible for the permit.
Fees
- Non-refundable processing fee: N250,000.00
- Utilization fee: N50,000
Validity
- The validity of the Permit shall be three (3) years.

Instructions
- The application shall be signed by a person duly authorized by the applicant.
- The application must be submitted on or before a date not less than six (6) months to the expected date of utilization of the permit.
- It is important that the completed form must contain all the information required properly and the form must be filled legibly, in order to get accepted by the Authority.
- Make sure that you attach all the required documents as specified by the authority to avoid rejections.
- Upon receipt of the permit, an utilization fee of fifty thousand Naira (N50,000) shall be paid to the Authority annually.
- No aircraft can be imported into the country without pre arrival inspection and No aircraft operation can commence without NCAA Safety Clearance from the Directorate of Airworthiness and the Directorate of Operations and Training.

Need for the Document
- If an Individual or Organisational entity wishes to perform Non-commercial Flight Operations, it should possess a permit obtained from the Director General of Nigerian Civil Aviation Authority (NCAA).
Points to be remembered:
- Please make sure that no additional aircraft is operated under the Permit without prior approval of the Nigeria Civil Aviation Authority (NCAA).
- Ensure that the aircraft is not used for carriage of passenger(s), cargo or mail for hire or reward.
- Confirm all international flights leave and enter Nigeria through Customs Airports.
- Please be aware the aircraft operated must be in accordance with the laws, regulations and rules in force in Nigeria as well as the Standards and Recommended Practices (SARPs) of ICAO.
- Ensure the submission of monthly statistical returns, of all flights undertaken during the preceding month, to the Federal Ministry of Aviation or NCAA not later than 15th day of the following month.
- And it should include the following particulars such as Date(s) of flight, Registration number of aircraft, Points between which the flights were conducted, Total flying time involved Total cargo and Total passengers.
