Nigeria - Obtain License for On-ground Handling Services of Aircraft


Procedure

Apply In-Person

  1. To apply for the license for on-ground handling services of aircraft in Nigeria, you should make your application o the Nigeria Civil Aviation Authority (NCAA). You can view the NCAA contact details through this link: - NCAA Contacts.
  2. Write an application letter addressed to the Director-General of the NCAA requesting the license. Note that the application letter should contain the following details:
  3. Your name and address.
  4. The type of ground handling services to be provided.
  5. Proposed airport or airports where you intend to provide the service(s).
  6. Then visit the NCAA office and submit the application letter to the Director General’s tracking office at the NCAA.
  7. The application letter will be reviewed by the responsible official and then you will be issued with the pre-qualification application form.
  8. Complete the pre-qualification application form correctly and prepare rest of the supporting documents and attach the documents to the pre-qualification form in a single file.
  9. Go to the bank and pay the non-refundable processing fee of One Million Naira to the NCAA and obtain the payment receipt. Note that the bank draft should be made payable to the NCAA.
  10. Upon the processing fee payment, visit the NCAA office and submit your filled pre-qualification form along with all the required supporting documents including the bank payment receipt.
  11. The authority will assess your application to determine if it meets the required standards for the service(s) you intend to provide. At this stage, the authority may require you to provide additional documents or information to substantiate your application.
  12. After assessing the provided documents, the NCAA will invite the directors of your company for an oral interview with the NCAA officials regarding the application.
  13. Then the NCAA will Seek the comments of the Airport Operator/Owner on the proposed operation you intend to provide.
  14. At the end of the pre-qualification assessment, the authority will deliberate on your application to determine if you qualify to be issued the license. Note that you shall be qualified for the qualification stage if the Authority is convinced that your company has the potential to carry out the business and comments are received from the Airport Operator/Owner about the proposed operation you intend to provide.
  15. You will be required to provide the following by the NCAA for the qualification stage:
  16. Evidence of financial capacity to undertake the business.
  17. Proposed commensurate Insurance Policy and/or insurance arrangement being put in place.
  18. Duly completed Personal History Statement (PHS) forms and two passport photographs in respect of each of the Directors of the company (the PHS forms are available at NCAA).
  19. Then the NCAA will seek security clearance from the Presidency on your behalf.
  20. After a satisfactory fulfillment of the requirements, the NCAA will request you to acquire the necessary equipment and demonstrate its capability to carry out efficient services.
  21. You will be required to demonstrate its ability to offer efficient services following the provisions of ICAO Annex 9 on Facilitation and Annex 17 on Security.
  22. Upon satisfaction that you have demonstrated its ability to offer safe and efficient services, a substantive license will be issued to you by the NCAA.
  23. After receiving the license, you will pay a utilization fee of One Hundred Thousand Naira to the NCAA annually.




Required Documents

  • Written application letter.
  • Processing fee payment receipt.
  • Complete pre-qualification processing forms.
  • A copy of the Certificate of Incorporation of the company.
  • A copy of the Memorandum and Articles of Association of the company with a minimum share capital of Five Hundred Million Naira.
  • Copies of Tax Clearance Certificates of the company and of each of the Directors for the last three years.
  • Company exposition detailing the ownership and management structure, your experience in the area of the proposed services you intend to provide, name and experience of technical partners (if any), etc.
  • Comprehensive details of a technical partner including name, address, experience, nature of partnership arrangements, etc. Documentary evidence should be provided.
  • A copy of a detailed Business Plan on the operation indicating, among other things:
  • Proposed services to be rendered such as passenger handling, baggage handling, ramp services, freight and mail services, flight operations, crew services, surface transport services, aircraft services, catering, etc.
  • Marketing analysis including market segments, target market & customers, customers characteristics, customer needs, etc.
  • Competitive analysis such as industry overview, nature of competition, primary competitors, competitive products/services, opportunities, threats, and risk, etc.
  • Marketing and Sales. These should address who the major customers will be and how they will be reached, marketing strategies to be used, etc.
  • Scope of applicant’s Operations giving comprehensive details of facilities & equipment required and their cost, management structure, staffing plan (employment plans, training, and remuneration), operational procedure, etc.
  • List of key personnel (including the safety and security Managers) with details of their qualifications, skills, experience, etc. Copies of their curriculum vitae should be provided.
  • A financial plan including estimated costs of setting up the business, Projected revenue, scheme of charges, profit and loss projection, cash flow projection, balance sheet projection, etc. (the assumptions used for the computations should also be stated).
  • Operational Manual containing the company’s proposed Standard Operating Procedure on the services to be rendered. This should contain details of how the operations will be conducted in accordance with the IATA Ground Handling Manual. This should also contain a sample of the Service Level Agreement (SLA) the applicant intends to have with the airlines.
  • Applicant’s Manual on Safety Management System (SMS).
  • Applicant’s Security Manual which should show its understanding of the relevant provisions of ICAO Annexes such as Annex 9 on Facilitation and Annex 17 on Security; and
  • Dangerous Goods Manual which should also be in accordance with ICAO Annex 18 on Safe Transportation of Dangerous Goods.

Eligibility

  • You must be eighteen years and above to be eligible to apply for the Aircraft Maintenance Engineer’s License and meet all the required standards as mentioned in Nigeria Civil Aviation Regulations (Nig. CARs) Part 2, Section [2.6.2.2 Link] - CARs Part 2
  • A registered company that intends to provide on-ground handling services is eligible to apply.

Instructions

  • Audit of ground handling company shall be carried out yearly to ensure that set standards are maintained.
  • You should pay the utilization fee of One Hundred Thousand Naira to NCAA annually
  • To apply for a license for on-ground handling services of aircraft in Nigeria, you are required to forward a written application to the Director-General of the NCAA on or before a date not less than six months to the desired commencement of operations.
