Register a New Vehicle Purchased In Another Canadian JurisdictionEdit

To register the vehicle in Newfoundland & Labrador you must provide the:

• Bill of Sale
  • The Bill of sale must contain the vehicle identification number (serial number), date of sale and sale price. If the seller is an HST/GST registrant the HST/GST registrant's number and amount of HST/GST collected by registrant.
• NVIS
  • New Vehicle Information Statement (issued by the manufacturer)
• A vehicle registration application which includes:
  • Description of Vehicle:
    • Serial (VIN) number; make; liters; model; cylinders; model year; fuel type; style; seating capacity (if bus); vehicle type; colour; mass (kg); company unit number (if applicable);
  • Driver's Licence Number
    • driver licence number or date of birth in year, month, day (YYYYMMDD) format;
• Insurance Information
• Name of insurance company; policy number; expiration date and signature of applicant(s)

This will be completed for you at the Motor Registration Office or a blank copy can be mailed, faxed or emailed to you for completion.

Register a Vehicle when Moving to Newfoundland and Labrador from a Canadian jurisdictionEdit

You are required to register your vehicle within 90 days of entry into the Province. You will be tax exempt if you are a settler under which:

The Harmonization Sales Tax Act exempts settlers' effects as follows

Settler: means a natural person who has resided outside the province for a period of one hundred and eighty three (183) or more consecutive days prior to taking up residence in the province.

This definition does not include businesses, incorporated companies, non-profit organizations, churches or religious orders.

Settlers Effects: is defined to mean vehicles as defined in the Highway Traffic Act of a personal nature owned by a settler that accompany the settler into the provinces but does not include:

• motor vehicles that have been owned by the settler for a period of less than thirty-one (31) days before the settler's taking up residence in the province as a settler;
• trucks capable of commercial use and registered for a gross vehicle mass in excess of five thousand five hundred kilograms;
• vehicles held for use in business, trade, commerce or industry or professional practice; and
• vehicles held for any purpose other than the personal use or consumption of the settler or a member of his household.

Taking up ResidenceEdit

Taking up Residence means:

• the acceptance of employment for compensation in the Province for a total of 30 days or longer within a year.
• posting to a place within the Province while on duty within the service of the Canadian Armed Forces or Royal Canadian Mounted Police.
• the maintenance of a place of domicile within the Province;
• attending school or college in the province; or
• who is in the province and whose children is attending school in the province; and
• any combination of the aforementioned events, in which case a settler is deemed to have taken up residence at the earliest date upon any of which the events above occur.

If you are required to register your vehicle, you will need the

• Vehicle registration certificate from the previous jurisdiction.
• If your vehicle is leased, power of attorney from the leasing company to register the vehicle in Newfoundland and Labrador.
• A vehicle registration application which includes:
  • Description of Vehicle:
    • Serial (VIN) number; make; liters; model; cylinders; model year; fuel type; style; seating capacity (if bus); vehicle type; colour; mass (kg); company unit number (if applicable);
  • Driver's Licence Number
    • Applicant's Newfoundland and Labrador driver licence number or date of birth in year, month, day (YYYYMMDD) format;
  • Insurance Information
    • Name of insurance company; policy number; expiration date and signature of applicant(s).

To register the vehicle you will need

• Title document/ vehicle registration certificate from the jurisdiction of registration.
• Copy of the bill of sale.

• Proof of insurance (policy number and insurance company)
• Canada Customs Clearance Form 1 Vehicle Import Form and B15 Casual Goods and Accounting Document or B4 Personal Effects Accounting Document
• A vehicle registration application which includes:

    • Serial (VIN) number; make; liters; model; cylinders; model year; fuel type; style; seating capacity (if bus); vehicle type; colour; mass (kg); company unit number (if applicable);
  • Driver's Licence Number
    • Applicant's Newfoundland and Labrador driver licence number or date of birth in year, month, day (YYYYMMDD) format;
  • Insurance Information
    • Name of insurance company; policy number; expiration date and signature of applicant(s).

Leasing a VehicleEdit

If you have leased a vehicle from a company other than an automobile dealership registered with Motor Registration Division, you will need to produce a:

• Copy of lease agreement including leasing company's HST or GST registration number.
• Confirmation from leasing company that HST is being collected on monthly lease payments.
• Power of attorney from leasing company to permit you to licence the vehicle in this province.
• A Vehicle registration application which includes:
  • Description of Vehicle:
    • Serial (VIN) number; make; liters; model; cylinders; model year; fuel type; style; seating capacity (if bus); vehicle type; colour; mass (kg); company unit number (if applicable);
  • Driver's Licence Number
    • Applicant's Newfoundland and Labrador driver licence number or date of birth in year, month, day (YYYYMMDD) format;
  • Insurance Information
    • Name of insurance company; policy number; expiration date and signature of applicant(s)

Buying a Vehicle from an Automobile Dealership within Newfoundland & LabradorEdit

Upon sale of a vehicle, the dealership issues a temporary registration (valid for 120 days), collects the applicable registration fees and submits application and fees to Motor Registration Division for processing.

If you do not receive your permanent registration within 120 days, please contact the nearest Motor Registration Office in your area or call the Division toll free at 1-877-636-6867.

You may send a cheque or money order made payable to the Newfoundland Exchequer Account. DO NOT MAIL CASH.

Visa and MasterCard

VISA and MasterCard is accepted by mail, or at any counter locations. Visa and MasterCard also accepted for online vehicle renewal.

There is a credit card payment box located on the back side of the driver licence and vehicle renewal application forms or include your VISA or MasterCard number, expiry date and signature with your documentation.

Debit Card

Debit card is accepted at any counter locations. Debit card also accepted for online vehicle renewal.
