The driver must present at time of exchange the package of documents referred to above PLUS the original license and passport. The passport information that identifies the driver will be copied and attached to the application. The package of documents and license will also be attached to the application and retained as part of our records.

Non-residents from Prince Edward Island and Nova Scotia may exchange their license Class for Class without being tested, providing a medical or paying the fee provided they surrender their license (and/or verified on Inter-provincial Record System).
They would be issued a New Brunswick license with the time remaining on their home province license. A maximum of four years is to be authorized.
Non-residents from other countries must take a full driver license examination which includes a road test, vision test, and written examination. Exceptions are those from the following European countries who may exchange for a Class 5 (including a motorcycle endorsement without testing, if applicable) or a class 6 or 6D.
Austria, Australia, Belgium, Denmark, England, France, Germany, Ireland, Italy, Netherlands (Holland), New Zealand, Norway, Portugal, Scotland, Republic of Korea (South Korea), Spain, Sweden, Switzerland and Wales.

In most situations, the driver will never have a need for the foreign license. There are situations, however, where the applicant will be returning to their home country and will need or request the return of the license. This will be permitted as long as the license is available in our records system. The NB license must be surrendered and the foreign license returned to the driver. If the driver returns to New Brunswick, the foreign license may be surrendered and a replacement NB license issued as per normal procedures.
A motorcycle endorsement on a non-resident license may be transferred to any New Brunswick license issued. This includes non-residents from Canada, United States, or the Countries listed above.
School Bus endorsements (B or C) are not to be exchanged from a non-resident license to a New Brunswick license. A road test, vision test, and satisfactory Medical Fitness Report is required before a "B" or "C" endorsement may be added to their New Brunswick license.

An individual licensed in another jurisdiction taking up residence in New Brunswick must obtain a New Brunswick driver's license as soon as they take up residence.
