1. Go to the Office for Hajj Affairs.
2. Bring the required documents.
3. Present the documents.
4. Apply for the certificate of non-pilgrimage.

• A copy of the national identity card
• A document certifying the registration of the applicant to the travel agency

Any interested person or his representative may apply to obtain the said certificate.

You do not have to pay anything to obtain a Certificate of Non-Pilgrimage.

A Certificate of Non-Pilgrimage states that its owner has not made any pilgrimage during the last five years in the case of passage through travel agencies. This certificate is requested following the law regulating the pilgrimage which determines the duration between two consecutive pilgrimages a particular person can make, and the duration is five years.
