The treaty states that French people who have lived in Monaco as their usual place of residence for at least five years as of 13th October 1962 (example, before 13th October 1957) are considered as domiciled outside France for the purposes of liability for income tax, as long as they have lived in the Principality (Monaco) continuously since moving there.
The treaty also applies to people who are part of, or associated with, the Princely Household and who have been so since the date of moving to the Principality.
For civil servants, officers and employees of the Monegasque public services who moved to Monaco as their usual place of residence before 13th October 1962.
Those who are born after 13th October 1957 may obtain a certificate of domicile as set out in the exchange of letters of 17th August 1978 and 23rd May 1979, on condition that they fulfil the following two requirements:
Certificate of Domicile or Declaration of Residence: 12.00
The Certificate of Domicile or Declaration of Residence Certificate is valid for a period of three years, and upon expiration of the said document, a check will be carried out to ensure that the person in question still has their usual place of residence in the Principality. Failing this, the certificate will be withdrawn, with retrospective effect if necessary.

The Certificate of Domicile is a document issued based on Article 7 of the Tax Treaty between France and Monaco which took effect, 18th of May 1963.

The spouse of a French national, if the French national possess a certificate of domicile, is eligible to enjoy "fiscal privileges," on a condition that he or she has lived in Monaco with his or her spouse since the date of their marriage.

For individuals who possess dual nationality (French and nationalities other than Monegasque) who lives in Monaco or who is moving to Monaco is considered as of French nationality only for tax purposes.
