Apply In-Person:
- Applicant shall approach their concerned deputy commissioner office or the office of the “Deputy Inspector General of Police”within the jurisdiction where the premise is situated.Usually, a committee consisting of the concerned superintendent of police, project director of district women and child development agency as convener under the district collector or the concerned committee grants such license. It is advised to take the advice of your area municipal office beforehand.

- Go to the respective office and consult with the designated authority (licensing section clerk) about the application procedure for this licence. Collect the application form or write on a plain A4 sheet as advised.
- Complete the application form. Write a covering letter mentioning the purpose for which the licence is required. Attach the required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority in triplicate.
- After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the application fees/charges as applicable (through banker’s cheque or demand draft) and don’t forget to take the receipt.
- Authority will sign and seal one set (photo copy of the original) of the application and return it to the applicant. This signed application is the proof for the submission of your application.
- Please keep it safe for future reference.
- Authorities will make entries about this application in the manual record or electronically using the computer.
- Applicant will be informed of the probable date of getting approval for the license.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile or applicant gets a call from the department about the application status.
- This application will be processed further. Concerned authorities will verify the applicant’s details and documents.
- Once verified, this application will be forwarded to the inspection team / authority for inspection and scrutiny.
- On a scheduled date, the concerned team will inspect the premises and make verification of the facts as per the application form.
- A report will be created after verification and this report will be submitted to the respective committee (A committee, consisting of the concerned superintendent of police, project director of district women and child development agency as convener under the district collector).
- The committee will validate the report and send their recommendation to the designated issuing authority for final decision.
- Based on the outcome of the above report and other internal processing, the designated issuing authority will take a decision on issuance of this license.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS or through phone call.
- If approved, the license will be hand delivered or sent through post to the address mentioned while applying or issued as per the applicable norms.
Note:
- The applicant has to bring original documents while applying for cross verification purpose.
- Without cross signature on photograph and signature on undertaking, the application will be rejected.

- Applicant proof of identity (Voter ID / Passport / Aadhaar card / Driving licence)
- Certificate of incorporation of proprietorship/LLP/partnership/limited/private Ltd., /public Ltd., /company (in case of applicant is an institution)
- Municipal corporation license
- Proof of ownership of the premises
- Rent/lease agreement, if the premises is rented / leased one
- ”NOC” from the landlord
- ”NOC” or Certificate from fire service and rescue department
- ”NOC” from local electrical inspector or the officer concerned
- ”GST” registration certificate in the name of the establishment
- ”PAN” of the proprietor/company/firm/individual
- Affidavit on stamp paper of Rs 10/- (or as per the advised amount) by the applicant duly notarized
- Proof of date of birth (certificate such as 10th standard certificate)
- Building stability certificate
- Sanitation certificate (from the respective municipality concerned)
- Water bill paid receipt for the premises
- Proof of drainage connection to the premises
- Aadhaar card

Eligibility
- Any person desiring to establish, maintain or conduct a hostel for women shall apply.
- Applicant should be a citizen of India.
- Those who are 18 years and above are eligible to apply.
- If the applicant is an organization, then it should be a registered one.
Fees
- The applicant should pay a fee of Rs.3000/- or the amount advised by authorities.
- The amount shall be made through banker’s cheque or demand draft drawn in favour of the collector/the authority as applicable.
Validity
- The license is valid for a period of 3 years or as per the time period mentioned on the certificate.

Processing Time
- The whole process shall be completed within 45 days from the receipt of the application.

Instructions
- An unregistered hostel will be fined by the respective department.
- Please maintain high standards of hygiene to avoid spread of infections and diseases.
- Please follow the guidelines fixed by your state for size of the premises and zones meant for starting this business.
- There will be sudden check by the civic agencies and fire and safety authorities.
- Do not submit fake documents as a proof to get this license.
- Incomplete application will be rejected.
- Avoid spelling mistakes while filling the application form.
- Applicant will be penalized if any information provided by the applicant while applying for this certificate is found false or incorrect.

Need for the Document
- From the government perspective, those who are running the hostel for women should apply for this license. By applying for this license, these business units are monitored for the norms that are laid down by the concerned departments.
- The norms are laid down in such a way, that these hostels must provide hygienic spaces, defined space for each occupant, safety and security of the occupants are taken care and food safety. Along with this the electricity, LPG connection should be provided under commercial tariffs.
- Without this license, one cannot run this hostel.
- The women hostel license gives the quality assurance over your hostel, it helps to increase the number of hostellers.
