Apply In-Person:

1. To apply for a land mortgage, the applicant needs to show a non-encumbrance certificate.
2. To avail of service offline, you will have to visit the nearest sub registrar’s office or the tehsildar’s office.
3. You will be given an application form that needs to be submitted.
4. Fill in all relevant details and attach copies of documents as mentioned in the “Required Documents” section of this page and submit it to the relevant authority.
5. The application will be forwarded to the concerned authorities.
   

Apply Online

1. To apply online visit the official web portal of Meghalaya.
2. Here is the Online Service Link
3. Click on “Click here to view/download”.
4. You will be directed to a login page.
5. Use your credentials to log in.
6. If you do not have an account, follow these steps:
   • Click on “Register as a new user”.
   • Enter details.
   • An OTP will be sent to your mobile number and email ID.
   • Enter OTP when prompted.
   • You will have registered as a new user.
   • Now go back to the login page and log in.
7. Once logged in, click on “Apply for service”.
8. In the search bar, type “non-encumbrance certificate”.
9. Click on the link that says non-encumbrance certificate.
10. You will be directed to an application page.
11. Enter details such as your name and details about your land.
12. Click submit.
13. You will be directed to another page, click on “Attach annexure”. Attach documents”.
14. You will be directed to a page where you will have to attach documents.
15. Attach documents and click on submit.
16. You will have to make a payment.
17. once you do this your application will be submitted and an application number will be given which you can use to track the application.
18. In a few days, you can download the certificate.
