Mauritius - Obtain Licence or Permit to Import Films


Procedure

Apply In Person

  1. To apply for a Film Import Permit, the applicant should make the application to the Film Classification Board under the Ministry of Arts and Cultural Heritage. Please view the Film Classification Board contact details through this Contact Details.
  2. The applicant should visit the Film Classification Board and obtain the import permit application form at the reception of the office.
  3. Then the applicant should complete the application form as required and prepare all the required supporting documents and attach the documents to the application form in a single file.
  4. Then the applicant should visit the Film Classification Board office and pay the requisite application fee at the cashier's office and obtain the payment receipt.
  5. Upon making the payment, the applicant should submit the application file along with the payment receipt to the officer at the service desk.
  6. The Film Classification Board officer will verify if the application dossier has all the required information and then the officer will issue the applicant with an acknowledgment receipt of the application.
  7. The application will then be forward to the minister’s office for processing and the minister will assess the application procedurally.
  8. After the assessment process and if the application is deemed to be incomplete by the minister, the applicant will be informed in writing and will be required to furnish the missing information and/or document/s as requested by the minister to complete the application. In this case, the applicant will have to submit the required information or document to make the application successful.
  9. Upon assessment of the application by the minister and if the application is successful, the minister will approve the import permit request.
  10. The permit will be processed and availed for collection at the Film Classification Board office.
  11. The applicant will be informed of the approval in writing and required to re-visit the Film Classification Board office and collect the film import permit.


Apply Online

  1. To apply for a Film Import Permit online, the applicant should make the application to the Film Classification Board under the Ministry of Arts and Cultural Heritage using the TradeNet Portal through this TradeNet Portal.
  2. On the website, enter your user name and password to log in to your account. Note that if you don’t have an account, you will have to register with The Mauritius Network Services (MNS) using this online process Online Registration for The Companies and Businesses Registration Integrated System (CBRIS).
  3. Upon the online registration with the Companies and Businesses Registration Integrated System, you will be issued your user name and password.
  4. Use the login credential to login into the TradeNet Portal through this TradeNet Portal.
  5. Once logged into your account, click on the “Permit Application” on the information bar to open the drop-down menu and then click on the “New Permit” and select “Import” to go to the application for import permit form.
  6. Complete the application form accordingly and then click on the “Next” button to go to the next section of the import permit form.
  7. Complete the online application form by providing all the required information and then attach all the required supporting documents in the Attachments and Action buttons sections and then save and submit the MFISH permit application form.
  8. Once you have filled up the form and save the changes, the application status will be changed from "Incomplete" to "Completed" and upon submission of the application, you will receive a pop-up notification with a message of the successful submission.
  9. Note that On submission of a new permit application, the system will automatically check for available funds (balance amount of your pre-paid account with MNS) for payment of the MNS fee due (also known as ‘single window application fee’).
  10. If there are insufficient funds, the submission will not be successful and you will be notified by email to replenish your account.
  11. If there are sufficient funds, the submission will be successful and the system will automatically deduct the MNS fee amount due from the available funds. Your balance amount will thus be updated after deduction.
  12. Upon successful submission, the status of your permit application will be changed from "Completed" to "Submitted"
  13. Then the application will be processed with the Films Classification Board (FCB) at the ministry office and you can view your application progress through your dashboard.
  14. Once the permit is processed, you will be informed through your email address.
  15. Login to your account and print the import permit for Films.


Note:
  • The minister may refuse to grant the permit if the minister determines that the exhibition of the film is not in the interest of defense, public safety, public order, or public morality.
  • If the permit is granted, it will be under the terms and conditions imposed by the minister.
