Mauritius - How to Convert Agricultural Land to Non-Agricultural Use

Apply In-Person:

  1. To Convert Agricultural Land to Non-Agricultural Use in person, the applicant should contact the Mauritius Agricultural Services. Contact link
  2. Applicants should obtain the application form from the authority or download the application form from this link.
  3. The applicant should legibly complete the application form as required. Note that the application should be made in the name of the owner/s of the land and the form should be signed by the latter or any person legally entitled to do so.
  4. A detailed description of the proposed use of the land, including the size and boundaries of the land, any proposed buildings or structures, and any other relevant information.
  5. Once the form is accurately completed, the applicant should gather and prepare all the required supporting documents as mentioned in the “Required Documents” section below and attach the documents to the application form in a single file.
  6. Applicants should submit the form along with the necessary documents to the relevant authority in Mauritius.
  7. Applicants must Pay the registration fees and the fees details can be found under the “Fees” section of this page.
  8. The official will verify the application and check if all the required documents are provided by the applicant including the payment receipt.
  9. After the verification, the officer will complete the official use section of the application and forward the application for further assessment and approval.
  10. Applicant application will be reviewed and if the application is deemed to be incorrect due to an error in the application form or documents, they will be contacted by the Land Conversion Unit and requested to correct the error or provide more or accurate documents to complete their application.
  11. If their application is assessed and it satisfies all the required conditions, the application will be approved.
  12. Upon approval, the land conversion permit will be processed, and the applicant will be informed by the land conversion unit to collect it when it is availed for collection.
  13. Generally, the process should take around 10-15 working days from the date of submission.

Eligibility

  • In Mauritius, a person is eligible to convert agricultural land to non-agricultural use if they are a registered landowner in the country.
  • The landowner must provide evidence of ownership of the land to the relevant local authority and apply for the conversion.
  • The landowner must also provide a detailed plan of the proposed use of the land and adhere to all relevant zoning regulations.




Fees

Generally, the fees for such conversions are as follows:

  • Application Fee: Rs 1,500
  • Valuation Fee: Rs 25,000
  • Conversion Fees: 0.25% of the approved value of the land
  • Planning Fee: Rs 2,500
  • Legal and Administrative Charges: Rs 10,000
  • Registration Fee: Rs 2,500
  • Stamp Duty: 1.5% of the approved value of the land
  • Land Transaction Tax: 3% of the approved value of the land
