Procedure
Apply via Agent
- Gather all documents you will need to submit or present to apply for the procedure. (See 'Required Documents' to determine if you will need to set up an appointment)
- Before you schedule an appointment, you must have contacted the Comptroller's Office of Maryland to obtain proof of Maryland income tax filings. You may obtain a certification letter by applying online - Link or by making an appointment to visit one of the Comptroller's branch offices. After receiving this letter from the Comptroller's office, you must visit the Online Document Guide to start the process for scheduling an appointment - Link
- Go to a MVA office to apply.
- Submit all the required documents.
- Pass a vision screening and knowledge test(s).
- Pay the applicable fee.
Required Documents
Before January 1, 2014:
A new applicant for a learner's permit, driver's license, moped operator's permit or identification card must present
- (1) document to prove age and identity;
- (1) document to prove a verifiable social security number (SSN) or proof of ineligibility for an SSN;
- (1) document to prove lawful status in the United States; and
- (2) Maryland residency documents.
Effective January 1, 2014:
If you cannot meet the requirements for a Federally Compliant DL/ID you must make an appointment and present:
- Documentation to prove identity
- Documentation to prove Maryland Income tax filing for preceding 2 years.
- Maryland residency documents

Difference between a Federally Compliant and Federally Non-Compliant DL/ID:
US Citizens, immigrants with permanent residence and non-immigrants with valid US Citizenship and Immigration Services (USCIS) documentation to prove lawful status in the US are eligible for a federally compliant DL/ID.
Immigrants that do not have valid US Citizenship and Immigration documentation are eligible to apply for a non-compliant DL/ID effective January 1, 2014.
Current Maryland DL/ID holders that do not have a verified Social Security number, and have maintained a valid DL/ID without expiring over one (1) year are also eligible to renew their DL/ID. Their new DL/ID will be Federally Non-Compliant.

Eligibility
- Minimum age for applicants is 15 years and 9 months.
- For applicants under 16, you must provide a completed Verification of Identity and/or School Attendance, Form (DL-300) to an MVA official during the learner's permit application process. Note: The DL-300 form must be presented to the MVA in the sealed, un-opened envelope provided by the applicant's school or county Home School coordinator if home schooled.
- You must pass a vision screening and knowledge test prior to obtaining a learner's permit.
- If under 18, a parent or guardian must sign the application or, if the applicant has no parent or guardian or is married, an adult employer of the applicant or any other responsible adult may cosign the application.
- You must be 18 to obtain a Learner's Permit for a CDL Intrastate, 21 years of age for Interstate. In addition, you must also have a full driver's license (does not include a motorcycle license).
- A valid U.S. Department of Transportation physical card (if applying for a Learners Permit to drive a commercial motor vehicle).
- Out-of-State learner's permits cannot be exchanged for a Maryland Learner's Permit.
- You must also complete the Maryland Graduated Licensing System requirements.
Effective October 1, 2012 an individual at least 25 years old who holds a (Graduated Licensing System - GLS) learners permit and has not been convicted of, or granted Probation Before Judgment (PBJ) for a moving violation, is eligible to take a skills driving test after holding this permit for a minimum of 45 days if they:
- Have completed a Maryland MVA approved standardized driver education program consisting of at least 30 hours of classroom instruction and at least 6 hours of behind the wheel instruction training and;
- Have completed an additional minimum of at least 14 hours of supervised behind the wheel driving (3 hours of which must occur during the period beginning 30 minutes before sunset and ending 30 minutes after sunrise) and have an eligible supervising driver complete a Practice Skills log and certification page.
Note:
- If the applicant has been convicted of or given a PBJ for a moving violation, then they are required to hold the permit for a minimum of 9 months following the most recent date the individual was convicted of, or granted a PBJ for a moving violation, and meet the rest of the above mentioned GLS requirements before they are eligible to take a skills driving test.
- If an applicant is under 25 years old when they obtain their first GLS learners permit and then turns 25 afterwards, the MVA will permit the applicant to take a skills driving test if they have held the permit at least 45 days (the 45 days may include the days the applicant held the permit before they turned 25 as well as afterwards), they have completed at least 14 hours of supervised driving as described above as well as the required drivers education program and have an eligible supervising driver complete a Practice Skills Log and certification page for them.
- If the applicant has been convicted of or given a PBJ for a moving violation, they are required to hold them permit for a minimum of 9 months following the most recent date the individual was convicted of, or granted a PBJ for a moving violation, and meet the rest of the above mentioned GLS requirements before they are eligible to take a skills driving test.

Instructions
For Immigrants: Effective January 1, 2014, the MVA will implement a new process for immigrants, presenting foreign documentation without valid accompanying United States Citizenship and Immigration Services documentation, to obtain a drivers license, learners permit, moped permit or identification card (DL/ID). Those who would like to apply are advised to take the following steps in preparation for the new law:
- Apply for an Individual Taxpayer Identification Number through the Internal Revenue Service, Link;
- File Maryland Income Taxes for the preceding 2 years and obtain a certification letter that is needed to make an appointment and present to the MVA. Know more
- Apply for and obtain identity documents such as a valid, current foreign passport;
- Obtain two residency documents such as copies of a residential lease, utility bill, or bank statement; and
- Study the Maryland Drivers Manual and take the Online Driver Test Tutorial to prepare for the knowledge test.
Customers presenting foreign documentation without valid accompanying United States Citizenship and Immigration Services documentation MUST schedule an appointment online to apply for a Federally Non-Compliant DL / ID.
Also effective January 1, 2014, all Identification cards, new Type 1 GLS Learners permits, and any Federally Non-Compliant DL/IDs will be mailed to your Maryland residence address on file.
