Maryland - Apply for Commercial Driving License


Procedure

  1. Gather all documents you will need to submit or present to apply for the procedure. (See 'Required Documents' to determine if you will need to set up an appointment)
  2. Before you schedule an appointment, you must have contacted the Comptroller's Office of Maryland to obtain proof of Maryland income tax filings. You may obtain a certification letter by applying online - Link or by making an appointment to visit one of the Comptroller's branch offices. After receiving this letter from the Comptroller's office, you must visit the Online Document Guide to start the process for scheduling an appointment - Link
  3. Go to a MVA office to apply.
  4. Provide documented proof of your social security number and other required documents.
  5. Pass a vision screening and knowledge test(s).
  6. Pay the applicable fee.





Required Documents

Documents needed for a new driver's licenses or identification card:

Before January 1, 2014:

A new applicant for a learner's permit, driver's license, moped operator's permit or identification card must present

  • (1) document to prove age and identity;
  • (1) document to prove a verifiable social security number (SSN) or proof of ineligibility for an SSN;
  • (1) document to prove lawful status in the United States; and
  • (2) Maryland residency documents.


Effective January 1, 2014:

If you cannot meet the requirements for a Federally Compliant DL/ID you must make an appointment and present:

  • Documentation to prove identity
  • Documentation to prove Maryland Income tax filing for preceding 2 years.
  • Maryland residency documents

Difference between a Federally Compliant and Federally Non-Compliant DL/ID:

US Citizens, immigrants with permanent residence and non-immigrants with valid US Citizenship and Immigration Services (USCIS) documentation to prove lawful status in the US are eligible for a federally compliant DL/ID.

Immigrants that do not have valid US Citizenship and Immigration documentation are eligible to apply for a non-compliant DL/ID effective January 1, 2014.

Current Maryland DL/ID holders that do not have a verified Social Security number, and have maintained a valid DL/ID without expiring over one (1) year are also eligible to renew their DL/ID. Their new DL/ID will be Federally Non-Compliant.

Eligibility

To Get a Maryland CDL Learner's Permit

  • You must pass a vision screening and knowledge test(s).
  • You must be 18 to obtain a learner's permit for a CDL Intrastate, 21 years of age for Interstate. In addition you must also have a full Maryland driver's license (does not include a motorcycle license).
  • You may be required to provide documented proof of your social security number.
  • A valid U.S. Department of Transportation (DOT) physical card and a valid intrastate or interstate waiver/exemption if required. (See 'Documents to Use' section)
  • Out-of-state learner's permit cannot be exchanged for a Maryland learner's permit or license.

Instructions

You must obtain a driver's license within 60 days after becoming a Maryland resident if you hold a noncommercial license. You have 30 days if you hold a commercial driver's license.


The U.S.A. Patriot Act of 2001 requires all commercial driver license holders with a HAZMAT endorsement to undergo a criminal background check to include a fingerprint process.

Notes:

  • The Federal Motor Carrier Safety Administration (FMCSA) recently adopted regulations in order to assist Veterans in their transition from their military occupation to a civilian career. Effective January 1, 2013, the Maryland Motor Vehicle Administration (MVA) will have the ability to waive the driver skills test required in order to obtain a Class A or B Commercial Drivers License (CDL) for recently discharged service members who meet specific criteria.
    • Individuals must have 2 years of experience driving vehicles as part of their job function immediately preceding their discharge from the military and have a good driving record.
    • The Commanding Officer will certify the service members years of operating the vehicle as well as the type of vehicle operated to determine appropriate license classification.
    • The applicant must pass the CDL knowledge test and the waiver only applies to CDL License Classes A and B For additional information please visit FMCSAs website: http://www.fmcsa.dot.gov/registration-licensing/cdl/Military-CDL-Waiver.aspx.
  • Effective January 30, 2012, commercial drivers must provide the MVA with copies of their updated medical documentation (DOT Card & waiver/exemption if required) for the duration of their CDL, whether they are actively operating a commercial motor vehicle or not. The MVA will be contacting CDL holders, subject to the new FMCSA requirements starting January 30, 2012 through January 30, 2014. You DO NOT need to submit your medical certification (Med Cert) information or declare a self-certification category with the MVA until you have been directly contacted by the Administration. If you are contacted by the MVA to provide them with this documentation and you fail to do so within the time frame indicated, your entire drivers license privilege both commercial and noncommercial will be cancelled. However, if you visit a MVA branch office to renew or obtain a duplicate, corrected or new CDL, you will be required to present valid Med Cert documentation at that time. The driver must also declare a self-certification category relating to their type of commerce.
