Apply In-Person:
Note: In order to follow public health recommendations on social distancing, Employment and Income Assistance (EIA) is taking steps to reduce the need for in-person office visits. Therefore, in-person applications are welcomed only when the users do not have access to the online application portal.
- To apply Income Support for Workers in person, the applicant has to visit the office of the Employment Income Assistance.
- The address and contact details of various EIA offices can be found in the following Contact link
- First, the applicants have to complete a Pre-Intake Orientation (PIO) in which the EIA staff will tell them about the EIA Program and Rent Assist as applicable to their requirement.
- The officer will also explain the applicant’s rights and responsibilities while on income assistance and go over all the information and documents they need, to apply for EIA and Rent Assist.
- Once the PIO is over, the respective staff will arrange an intake appointment for the applicant to complete the online application for the assistance.
- The EIA staff will issue the applicant with the forms to be completed along with the application (as applicable). They can also find them in the “Documents to Use” section of this page.
- Make sure that all the documents mentioned in the “Required Documents” section of this page, are available.
- Complete the online application by following the instructions of the EIA staff or he/she may also complete the online form for the applicant, with the help of the documents they provide.
- Also, submit the attachments as requested by the EIA staff and he/she will provide instructions regarding the further processes to be done.
- When all the necessary processes are over, the applicant will be sent a notification through registered mobile number or email address regarding the application approval.
- Within a stipulated period of time, the applicant will start receiving his/her income support/rent assist, with respect to the application request.
Apply Online
Note: This is not a formal application for EIA. The information the applicant provides will help them and EIA prepare for the intake appointment. Once they complete this online tool, they will be given further information about what will happen in order to set up the formal EIA intake appointment.
- To apply Income Support for Workers online, the applicants have to visit the following online application portal: Apply online
- Visit the link and there will be an option named “LOAD AN EXISTING FORM”. Click that option to load an existing copy (if any) of the form.
- Or else, read the general instructions and information on the page, click on the relevant hyperlinks to know relevant info about them.
- Click “Continue” button to apply for “Employment and Income Assistance” and proceed.
- Next tab is the “Applicant Information” tab. Before starting to fill in the required details read the terms and check the boxes to proceed further.
- Complete the “Applicant Information” tab and click “Next button to proceed. At any point in filling the application or after completing any tab, the applicant can click “Save” button and save the application to carry on filling it after some time.
- Read carefully all the instructions and information given under each tab and complete the sections of application.
- Before reaching the “Submit” tab, the applicant will be asked to declare that all the information provided by them lately is true and sufficient.
- Check those declaration boxes and click “Next” button. List of information that they need to bring along to the intake appointment will be displayed.
- Note them down or click “Print Reminders” button to print them as a hard copy. Select the mode of contact as per convenience by ticking the relevant boxes and proceed.
- Click “Print Form” button to print the completed application and “Submit” button to submit the completed application.
- Complete the captcha and click “Proceed” button. After submitting the Employment and Income Assistance online application, the applicant will be given a confirmation number.
- They will need to give this confirmation number if they need to contact Employment and Income Assistance staff about any changes to the information provided in this online application (example – change in the contact telephone number, or address)
- The applicant will be contacted shortly about what they need to do to continue with the application for Employment and Income Assistance, through provided means of contact.

Eligibility
- The applicant must live in Manitoba and he/she must be in financial need.
- Any person will be eligible for EIA if the total cost of them or their family’s monthly basic needs and housing costs are more than their total financial resources.

Instructions
- In order to follow public health recommendations on social distancing, Employment and Income Assistance (EIA) is taking steps to reduce the need for in-person office visits.
- However, in-person services continue to remain available for persons in an emergency or crisis situation or who do not have access to internet or telephone.
- If the applicant is unable to access the online application, they should call 204-948-4000 (in Winnipeg) or 1-855-944-8111 (Rural and Northern offices).
- If they have general questions about their file or the benefits they are receiving, they should call 204-948-2888 (in Winnipeg) or 1-855-944-8111 (Rural and Northern). Staff will help answer the question or connect them to the appropriate resource.
- EIA includes benefits from the Rent Assist Program that helps with housing costs. For people who are able to work, EIA will help them go back to work by providing supports to employment.

Need for the Document
The Employment and Income Assistance Program (EIA) provides financial help to Manitobans who have no other way to support themselves or their families.
- The income may come from part of the money the applicant earns from working, self-employment, child or spousal support payments, rent or room and board amounts paid to them, allowances, pensions, insurance benefits, financial settlements from an injury or lawsuit, etc.,
- People who are married, or who live as common-law couples need to apply for EIA together. Please read the “Married or Common-law” brochure to know more about this: Brochure
