Malta - Apply for a Stranger Passport


Procedure

  1. Obtain the Application Form H from any of these: Emigrant House, the Emigrants' Commission, Castille Place, Valletta.
  2. Fill in and complete the application form. It must be completed by-the Director of the Emigrant Home (or In his / her Absence, by any authorized person as by-the Director).
  3. Have a sponsor or recommender. This person must be a professional person (or priest) who has known you for at least two years ago.
  4. Your sponsor or recommender must complete the relevant part of the application form.
  5. Submit the application form to the Ministry of Home Affairs and National Security (MHAS).
  6. Bring an ID Card to prove your identity and your Certificate/Subsidiary Certificate of Humanitarian charter issued by the Commission of Refugees.
  7. Have your photo (biometric facial image) and fingerprints taken.
  8. Pay the passport application fee.
  9. Collect your passport after four (4) working days. Bring your ID card.

Note:
When collecting the passport, you must leave your Immigration Certificate issued by the Police authorities.

  • Certificate/Subsidiary Certificate of Humanitarian charter issued by the Commission of Refugees
  • If you are applying for a minor:
    • the application form completed and signed by both parents
    • Two identical color photographs taken your child on a white background. One of them should be signed on the back by the recommender to also complete the relevant part of the application form.
    • All your Identity Card and your spouse (or your Travel Document both)
    • the passport, if any, of your child if he / she had already been issued / issued a Travel Document
