- Here's how you can apply for a locational clearance in Makati. First go to the Zoning Administration Division (ZAD) of the Makati City Hall located at the 2nd floor, Old Building.
- Get a priority number from Receiving Section and wait for your number to be called.
- Complete an application form and submit it together with all the required documents (see list below).
- Your application will be logged in by the receiving officer and you will be informed about inspection schedule. Usually, the inspection is conducted the following working day after submission of complete requirements.
- The inspection usually last 30 mins to an hour depending on the area to be inspected. After inspection a report will be prepared by the inspecting officers.
- Your application will be forwarded to the processing officer where it will be evaluated and a recommendation will be drafted. The officer will also prepare the Order of Payment.
- You will be notified when your locational clearance is approved and ready for issuance.
- On the day of issuance, get a number queue number at the Releasing Section. Show the receiving copy, authorization letter if a representative and get the Order of Payment Form from the Releasing Officer.
- Go to the cashier and pay the processing fee.
- Present the official receipt to the releasing offer before receiving your locational clearance.
Required Documents
- Completed application form (completely filled-up and notarized)). You can ask for the form at the receiving counter of Zoning Administration Division (ZAD) located at the 2nd floor, Old Building, Makati City Hall.
- For Business Application:
- Barangay Clearance (original and photocopy)
- DTI / SEC Articles of Incorporation (photocopy)
- If the client is the property owner:
- CCT/ TCT/ DENR Certification/ Deed of Absolute Sale/ Certificate of Award (photocopy)
- Tax Declaration (if applying for real estate lessor's permit
- Lease Agreement (if client is a lessee/ sharing office)- photocopy
- Vicinity/ Location Map (sketch)- except for CBD
- Occupancy Permit (of the building if without renovations or for unit if renovation is done by the tenant/ lessor
- For Building Application:
- Barangay Clearance (original and photocopy)
- Seven (7) Sets Architectural Plans (signed and sealed by an engineer or architect. Note: plans should have MACEA Clearance and stamp if project is within CBD area.
- If the client is the property owner: CCT/ TCT/ DENR Certification/ Deed of Absolute Sale/ Certificate of Award (photo copy)
- Lease Agreement (if client is a lessee/ sharing office) - photocopy

- Locational Clearance/Filing Fee: P200 + per square meter of area
- Residential (single detached and duplex type): 3.00 per sq.m. of total floor area
- Commercial establishments including duplexes, apartments, townhouses, parking area, etc. constructed primarily for gain: 10.00 per sq.m. of total floor area
- Industrial establishment: 10.00 per sq.m. of total floor area
- Institutional (church, etc.): 7.00 per sq.m. of total floor area
- Cemeteries, crematorium, mausoleum, columbarium: 4.00 per sq.m. of total floor area
- Telecommunication Tower: 10,000.00 per unit
- Special uses (helipad, landing area, petrol filling/service, genset): 10.00 per sq.m. of total floor area
- Billboards:
- 10.00 per sq.m. of display surface
- 5.00 per sq.m. of total floor area
- Lots utilized for industrial purposes: 5.00 per sq.m. of total land area
- Lots utilized for commercial purposes: 4.00 per sq.m. of total land area
- Lots utilized for institutional purposes: 1.00 per sq.m. of total land area
- Public Parks: 5.00 per sq. m.of total floor area
- Private Parks: 5.00 per sq. m.of total floor area
- Recreational Facilities: 5.00 per sq. m.of total floor area
- All types of renovation: 0.75 of the corresponding prescribed rate
- Inspection of Property: 300.00
- Motion for reconsideration: 1,000.00
- Petition/request for reclassification: 2,000.00
- Appeal: 1,000.00
- Filing complaint except those involving pauper litigant which shall be free: 1,500.00
- Certificate Fee

- Reprinting of Locational Clearance/Zoning Certificate: 400.00
- Zoning Certificate for Thesis Purposes: 100.00
- Reprinting of Zoning Certificate for Thesis Purposes: 100.00
- Renewal and Re-printing of Locational Clearance: 300.00
