• Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.

1. To change address for vehicles, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
2. In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
3. The applicant will be taken to the “Manual” page where all the available services will be listed.
4. Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.

Owner of the vehicle can apply for change of address in the Registration Certificate.

• If the owner of a car changes his residence or place of business, he must inform the RTO of his new address within 30 days.
  
• If the car is to be used in another state for a period exceeding one year, a new registration number must be obtained.
• An application for change of address in Registration Certificate shall be made in Form 33 along with No Objection Certificate (NOC).

Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registrring Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.

• Full name of owner of vehicle
• Father / Husband's Name
• Old Address
• New Address
• Vehicle Registration Number
• Date and Place of Registration

If a registered owner of a vehicle shifts his address as recorded in the Registration Certificate, he must apply for recording of the new address, after obtaining a N.O.C from the previous registering authority. In cases where such change of address is from one state to another, then the registration number will have to be changed to a local registration number.

All letters of the Registration mark/ Number shall be in English and the figures shall be in Arabic numerals and the letters & figures shall be painted in reflecting colours and be shown :

1. In case of transport vehicles other than those under the rent a cab scheme 1989 in black on white ground.
2. In the case of motor vehicles temporarily registered in red on yellow ground.
3. In the case of motor vehicles in the possession of dealer in white on a red ground.
4. In other cases, in white on a black ground.
5. In the case of transport vehicle under rent a cab scheme,1989, in yellow on a black ground.

The size of registration mark should not be less than :

• For Motor Cycle or Scooters:
  • Height - 35
  • Thickness - 7
  • Space In MM - 5
• For All Motor Vehicles:
  • Height - 65
  • Thickness - 10
  • Space In MM - 10

The valid registration certificate is used as a proof for the ownership of a vehicle. It can also be used for the transaction, renewal, re-registration of a particular vehicle.
