The Tourism and Cultural affairs Department (Directorate of Cultural), the Government of Maharashtra provides online facility to user to apply for Artist Certificate to Artist Under Reserved Quota. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages, English and Marathi; user can select any of the preferred language.

Apply Online through aaplesarkar :

1. To Obtain Artist Certificate for Artist under Reserved Quota, the applicant can make the application via Aaplesarkar Portal by using the following link link
2. The applicant has to enter the user ID and password and click “Login Now. If the applicant doesn’t have an account the applicant can click on “Register Now” and register an account.
3. Then the applicant has to click the “Directorate of Cultural” menu and select “Artist Certificate” and read the instruction and click “Apply”.
4. Next Select Registration – Form, fill out the online form, and submit.
5. The applicant will get the application Id and the application screen will be closed.
6. Open the application submitting application id and see the status of the application and the instruction given on the right side of the screen.
7. If Status is uploaded document, then click upload the documents on right side instructions.
8. By Clicking on the documents which want to upload browse will appear and upload all the required documents with the above same procedure.
9. Then Click upload document at the bottom and see the status again which will show for payment.
10. Click on pay the fees on the right-side button and choose the option of payment and make payment.
11. Check the status it will show "under scrutiny" which means your application is on the desk for scrutiny check the status regularly, either it is "approved” or "rejected”

Apply in Person:

1. Applications can also be made in-person through Tourism and Cultural Affairs Department, (Government of Maharashtra) offices and sub-offices.

3. Please make sure you have all the documents (if any) that are listed under the “Required Documents” section of this page.
   
4. Fill the application form with the required information
   
5. Submit the form in person to Tourism and Cultural Affairs Department.
   
6. After the authorities validate your application and the documents that are submitted they will process the application for artist certificate under reserved quota.

Apply Through Mobile App

1. To Obtain Artist Certificate for Artist under Reserved Quota, the applicant can make the application via RTS Maharashtra app link
2. After installing the app, click on “Getting Started” and “select language” to start the application.
3. Then the applicant has to click the “Cultural Dept” menu and select “Artist Certificate” and read the instruction and click “Apply”.
4. Next the applicant has to enter the user ID and password and click “Login Now. If the applicant doesn’t have an account the applicant can click on “Register Now” and register an account.
5. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
6. Make sure that the applicant has to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
7. Review the application and click “Submit”
8. The applicant has to pay the prescribed fee as requested by the authority.
9. An acknowledgment receipt will be displayed. Please save it for future reference, it contains the application summary and contact details of the person to be contacted.
10. All the updates on the application status will be sent via SMS to the applicant’s mobile number.
11. The applicant can check the status of the application by clicking on “Track” menu by entering the department and application ID.

Mandatory Document (all the documents mentioned are mandatory)

• Life Story in the Art Area (Birth Certificate on Independent Paper)
• Your last year's gross income certificate from the organization you are working with
• Notable services and records in the planned arts sector; National / State level Government / non-governmental rewards
• Must have at least five testimonials from the organizations or experts who have worked for more time with the organization
• If you are working, the full name address of the office in which you are working in the office, as well as your income certificate
• Experiences in the field of art in the field of art related to the organization (e.g., Film Corporation, Natyaparishad, Cinemusician Association, Tamasha Artwant Vikas Mahamandal, Shahir Council and similar certificates).

Photocopy of documents should be attached while applying in person and scanned documents should be uploaded while applying online. Keep all the documents in scanned form like JPEG, GIF and PDF, so that it can be uploaded while making online application on the website. If submitting in person, xerox copies needs to be attached.
