The fact that some goods are regulated from other governments or public institutions (eg Ministry of Mines, OMERT ), customs requires for the purpose of customs clearance that the formalities required by these regulations has been made in advance.

Documents proving the fulfillment of these requirements must be attached to the customs declaration. However, in some exceptional cases, where this is not contrary to regulations, these parts can be cleared, that is to say that he undertakes to produce them after customs clearance.

The fulfillment of these requirements and formalities will be in MIDAC (electronic single window TradeNet Madagascar) for certain departments and agencies have already concluded an agreement with the Customs Administration.

The following goods are subject to the production of specific documents:

• For endangered species of fauna and flora, nature products: CITES permit (issued by the Ministry of Environment and Forest or its aggents from airports;
• plant and animal products: Phytosanitary certificate (issued by the Ministry of Agriculture, Livestock and Fisheries or its representatives airports);
• live animals and animal products: Health certificate(issued by the Ministry of Agriculture, Livestock and Fisheries or its agents at the airports);
• Exit permit required for:
• Precious wood and products (issued by the Ministry of Environment and Forest or its agents at the airports);
• Precious metals and jewels (issued by the Ministry of Energy and Mines or its agents at the airports),
• Purchase of foreign currency authorization (issued by licensed financial institutions) for exports of foreign currencies up to the equivalent of 7500 Euros
• Declaration at the customs department for exports of foreign currencies more than the equivalent of 7500 Euros

• All passengers planning on re-exporting guns and ammunition will be required to apply for an export permit from their local Chef de Province.
• All animals entering the country will be forced to undergo a sanitary inspection upon arrival. The creatures will require a veterinarian health certificate from the country of origin specifying the creatures condition and lack of any contagious diseases.
• Dogs over three months and cats over six months old will need to be specifically vaccinated against rabies less than one month and over three months respectively prior to their entry into the country.
• Currency Export regulations:

Residents and non-residents: local currency (Madagascar Ariary-MGA): up to MGA 400,000.-; foreign currencies: unlimited, provided a written declaration is made.

• You must obtain a certificate/permit to export animals and plants and their products, precious wood and precious stones.
• Tourists should be aware that many items on sale may have been manufactured illegally and may not be taken out of the country, with or without a permit.
• For certain goods, there are limits to the quantities you can export from Madagascar. For example, you can export up to 2kg of vanilla or 1kg of precious stones (250g for residents)

Before you export goods or products from Madagascar, you'll need to contact the relevant government body (such as the Madagascar Ministry of Agriculture) in order to obtain an export permit.

An export permit is required for items such as precious or semi-precious stones, jewels, wooden sculptures, butterflies, hewed stones, and vanilla. The permit will be delivered by the sellers, the Ministry of Industry, Commerce Craft and Tourism, or the Ministry in charge of mines. It is strictly forbidden to export rare fossils, funerary statues in ancient wood and endangered animals such as lemurs, turtles, crocodiles, and chameleons.

Goods not subject to an export declaration at international departure

Each (01) traveler is allowed to bring the following goods:

• Ar 400,000 tickets in local currency;
• 250 gram jewelry hallmarked for residents;
• 1 kilogram of jewelry hallmarked for non-residents subject to the presentation of an exchange declaration corresponding to the value of the jewelry;
• 2 kilogram of prepared vanilla (pod, braided) ;
• 5 kilogram of dry seeds (beans, lentils, peas cape, etc.) ;
• 1 kilogram of onions ;
• 1 kilogram of pepper ;
• 1 kilogram of coffee;
• 5 kilogram of meat (frozen, chilled or dried) except European Union;
• 10 kilogram of fish and seafood (frozen, chilled or dried) up to 2 kg per case purchased from approved establishments.

In Madagascar it is forbidden to export rough gemstones, protected endemic plants or animals, and valuable cultural monuments or woods. It is possible to get an official export permit for some polished gemstones and some plants, but it may take a few days to get it. So if you want to buy polished ammonites, fossilized wood, solitary games or other similar items, it is highly recommended to ask for export papers or at least an official invoice when you buy it at the handicraft market, to avoid any problem with customs.
