Applying process in Libya for citizen and non citizen.

a. Apply In-Person

1. PCC can be applied in-person at your local police station.
2. Application forms can be obtained from the respective office on your visit. Go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
3. Please follow as per authorities guidelines and submit the completed application along with documents.
4. Applicant should pay for any charges if required as advised.
5. This application will be processed by respective department.
6. The certificate can be collected from the office where applicant applied in-person or will be delivered through mail upon notification or issued as per norms.
   

Note: If you no longer live in Libya, you are not required to provide a Libyan police certificate.

• Valid identity document (identity card, passport, driving license).
• Valid passport.
• Citizen proof/Document of National Identity (DNI).

Foreign national while in Libya

• A copy of your passport while living in Libya.
• A copy of your permit of stay in Libya, passport number and place of issue as well.
• Proofs of legal stay (copy of passport held during the said period with respective stamp and seal).

• Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
• The current address of the applicant must be same as in the passport and other supporting documents.
• Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

Fee/charge varies for case to case. Updated fee requirement will be provided by respective authorities while applying.

• Relevant document: Criminal Status Certificate (Shahadet al Hala al Gina'iyya).
• Residents: Apply to the Identity / Criminal Investigation Department, Ministry of Interior, available in all cities.
• Non-resident citizens: Non-resident citizens cannot apply outside Libya; the request has to be submitted in person in Libya.
• Resident non-citizens: can only obtain a "Certificate of Good Conduct" after 5 years of residence. No access to criminal records
• Provide: fingerprints, Code Number (same as National ID number), complete application and a photo.
• Processing time: two days.
• Note: the Criminal Status Certificate can only be obtained from the states of Tripoli and Beni Ghazi (Benghazi) due to having a central records department. Within other states, a Certificate of Good Conduct is provided by the local Civil Registrar

• Your full name as on your birth certificate including your maiden name if applicable
• Your date and place of birth (or a copy of your birth certificate)

• All addresses at which you have lived at in Libya and when you lived there
• The place and purpose for which you require the Certificate

Police Clearance Certificate it is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings. Police certificate is also known as good citizen certificate, good conduct certificate, police clearance certificate, or judicial record extracts. Applicants may have to submit fingerprints and certain personal information to request a criminal record check, and the police or government agency may charge a fee. If no record found, the police certificate will indicate such.

Each individual has the right to contact any police station for the purpose of ordering a certificate regarding his or her criminal record, which will be sent according to the law, directly to foreign missions, to missions abroad or to international adoption agencies, depending on the available data.

It is the applicants responsibility to contact the relevant authorities to obtain the necessary police certificates or clearances. Each countrys procedures are different. Applicants may have to apply to more than one level of government or more than one agency - municipal, provincial, state, federal and the police, courts or similar governmental agencies for the police certificate. If a police certificate cannot be obtained from any of the countries on the list, provide a written explanation why and an original letter from the police authority confirming that it will not issue a certificate.

In most cases, you must contact the police or government to ask for a certificate. You may have to:

• provide information or documents, such as photographs, fingerprints, or your addresses and dates that you lived in the country or territory, and
• pay a fee.

In many immigration cases you may be requested by relevant Government to present Police Clearance Certificate from another country where you have resided for some time. If you are going through immigration process, you will definitely be asked for such a certificate.

Police clearance certificate is an official document issued by the police in a country, certifying the criminal record or otherwise of the applicant. Ideally, every adult who has been a resident in any country for six months and over requires a police clearance certificate from that country when applying for visa or immigration services.

Sometimes people who intend to work abroad or in highly sensitive establishments also require reports of good behavior, especially from the police, before they are allowed to work.

A police certificate is a copy of your criminal record or a statement that you do not have a criminal record. Police certificates are different in each country and territory. They may be called:

• police clearance certificates,
• good conduct certificates,
• judicial record extracts or
• other names.
