• Gather all documents needed to be presented to register a vehicle.
• Pay all necessary taxes.
• Pay for the issuance of the registration certificate and number plates.
• The vehicle is registered under the name of the person/entity indicated in the proof of ownership.
• Registration number plate(s) issued abroad which was (were) on the vehicle when it was imported in Latvia must be handed over to the CSDD. If the vehicle is presented for the verification of the numbered components with the foreign registration number plates which are not handed over at the registration, the reason to do so must be indicated in the application for registration.

• Documents that verifies the numbered components of the vehicle
• For vehicles previously registered abroad: foreign registration certificate of the vehicle
• Proof of ownership. You do not have to submit this document if the vehicle is registered in the name of the person indicated in the foreign registration certificate.
• Proof of Importation
• Identification document of the applicant (the owner or his/her representative):
  • passport
  • driving licence or learning permit issued in Latvia
• Copy of the document proving the status of the legal person (presenting the original) when the owner of the vehicle is a legal person. The document may be not submitted when the legal person is registered in the Register of Enterprises or when the legal status of it is determined in law;
• Proof of payment of all necessary taxes
• Proof of payment for the vehicle registration (issuance of certificate and number plates)

Registration of motor vehicles (such as cars and goods vehicles, buses, motorcycles, tricycles, quadricycles), trailers, semi-trailers and mopeds, can be done at any branch offices of CSDD regardless of the place of residence of the owner of the vehicle or previous place of registration of the vehicle.

When a vehicle is registered, a registration number is assigned to the vehicle and a registration certificate along with a numbered plate will be issued to the vehicle owner (one number plate for trailers, motorcycles, tricycles, quadricycles and mopeds, two number plates for other vehicles).

Vehicle registration is a requirement by the state. It's purpose is to establish clear ownership and to tax motorist or vehicle owners.

Almost all vehicles bears a unique vehicle identification number, but only registered ones display a vehicle registration plate and carry a vehicle registration certificate.

A motor vehicle may only be driven on public roads if it is registered and displays a plate number. The vehicle must comply with regulations and meet road safety requirements and be covered by third party insurance.

Following are procedures on how you can register a vehicle in Latvia.

Further alienation of the imported vehicle is allowed only following its registration in Latvia, except if:

• the vehicle is imported by a business entity (shop) or a legal entity registered in Latvia, engaged in car dealership
• the vehicle owner does not have permanent residence in Latvia, and has plans of taking and using the vehicle outside Latvia.
