Residence Permit Registration

1.) Required documents for registration of a valid residence permit shall be submitted personally to any regional office of the Office of Citizenship and Migration Affairs 30 to 90 days prior to the date of expiry of the registration of a temporary residence permit and not later than 30 days prior to the date of expiry of registration of a permanent residence permit.

A citizen or a family member of a citizen of a Member State of the European Union or theEuropean Economic Zone, or the Switzerland Confederation does not need to register his or her residence permits.

2.) A call approved by the Office of Citizenship and Migration Affairs is required for registration of a residence permit. A call is not required if a foreigner has received a temporary residence permit according to the Immigration Act Section 23, Part 1, Paragraph 2, 4, 7, or 8, or wishes to register a permanent residence permit.

Note:

• If the invitation comes from a legal entity, the documents shall be submitted in compliance with the address of the legal entity.
• If the invitation comes from an individual, the documents shall be submitted according to the declared place of residence or according to the place of residence given as additional.

3.) Any decision regarding the registration of the residence permit will be made after examination of the documents submitted, interview and verification of other data.

For foreign national, upon receipt of temporary residence permit:

• a valid health insurance policy for a year,
• a health certificate issued by a Latvian health care institution stating that the foreign national does not suffer from tuberculosis in active phase.

Note:

• When submitting documents to apply for permanent residence permit, based on Paragraphs 2, 3, 6 and 7 of Part 1 of Clause 24 of the Immigration Law, a foreigner shall present a certificate on state language skills evidencing the knowledge of state language at level 2A.
• The documents being issued abroad must be legalized if international agreements do not stipulate otherwise. When submitting copies of documents that are not certified by a notary, originals of such documents must be presented.

For foreign national,residence permit registration:

• A valid travel document admitted in the Republic of Latvia
• A document confirming that a foreigner has a valid health insurance policy (when registering the permanent residence permit, no policy is necessary).

Note:

• If the stay of a foreigner in the Republic of Latvia is related to employment or business activity, or if a foreigner is self-employed, in addition to the above-mentioned documents, the foreigner must submit a statement issued by a competent authority certifying making of compulsory instalment for state social insurance.

To apply for a residence permit, a foreigner must submit documents to a diplomatic or consular representative office of the Republic of Latvia abroad.

A foreigner may apply for a residence permit to the Office of Citizenship and Migration Affairs:

• If he or she holds a valid residence permit and the validity term of it expires after not less than 30 days;
• If he or she is a citizen or a family member of a citizen of the European Union or the European Economic Zone, or the Switzerland Confederation.

A residence permit are issued to foreigners in Latvia giving them rights to reside in the Republic of Latvia for a definite period of time (a temporary residence permit) or permanently (a permanent residence permit).
