Since 1 January 2005, a personal identification document is compulsory from the age of 15. Since 1 May 2004, a person who has reached the age of 15 applies for a passport himself/herself. Documents to apply for a travelling document for a child under the age of 15 are submitted by a parent in the childs presence.

The standard procedure states that a passport is issued within 20 days after documents to apply for the passport have been submitted. According to the accelerated procedure a passport may be issued within two or five days (excluding the day when the documents were submitted).

A passport is a document, issued by the national government. It certifies the identity and nationality of the holder for travel abroad. It contains information about the holder; like name, gender, date and place of birth.
This document does not in itself entitle the passport holder entry into another country, nor consular protection while abroad nor any other privileges. However, it does normally allows the passport holder to return to the country where the passport was issued.
Rights to consular protection arises from international treaties, while the holder's return to the issuing country depends on the laws prevailing in that country.
Citizens passport is a persons identity document issued to the citizens of the Republic of Latvia.

Name written on the passport
The persons name and surname (name) in the passport is written according to the laws and regulations on spelling of the name and surname in the Latvian language (State Language Law, Regulations No. 114 of the Cabinet of Ministers as of 2nd March 2004 Regulations on Spelling and Use of Names in the Latvian Language and Their Identification). If the spelling of the persons name in the passport differs from its spelling in the persons document in another language, or it differs from the historical form of the persons name or family name, the historical form of the persons family name or the original form of the persons name in another language in Latin transliteration is entered on Page 3 of the passport if the person or the parents of the minor request it and can provide documentary evidence.
