1. To obtain a duplicate state language proficiency certificate the applicant has to contact the State Educational Center (SECC).

3. The applicant has to complete the application form and submit it in-person, by post or by fax.
4. After evaluating the application form the applicant will be provided with a duplicate examination certificate.
