Apply In-Person :

1. To Transfer “Contract Carriage Auto rickshaw National Permit” in Kerala the applicant has to approach the RTO office where the permit was obtained.

5. Make sure you have all the necessary documents
   
6. The applicant should make sure they are eligible for the process
   
7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented along with documents and appropriate fees.
   
8. Officials would start processing your application.
   
9. Important verifications for the permit includes condition of body built, Vehicle condition etc… will be carried by authorities.
   
10. After checking the vehicle for its correctness and other appropriate requirements of the legality of the applicant, the application will be processed further.
    

Apply online:

1. Visit the following official portal: online portal.
2. Now a new page will open, select the state from the menu of the search box.
3. After selecting the state, click on the desired service in the main menu and click the “continue” button.
4. Select the services section and upload required documents.
5. Select the “Fee Payment” and click on “Next” to continue for fee payment.
6. The applicant will also get the appointment date for visiting the RTO office to process the application.
7. Take the printout of the application form including the Acknowledgement form and go to the RTO office before 11:30 a.m. and submit the application to the RTO official.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. It is advised to take the documents in original to the kiosk for scanning purposes.
4. The operator will process the application online.
5. On successful submission, the applicant will receive an application number as acknowledgement.
6. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
7. If verified, the permit will be transferred in a stipulated period of time.

12. In case of natural transfer (maximum age limit of permit holder or maximum year of permit in one person’s name) – Age related transfer :
    
    • An affidavit to the effect that other members of the family do not have any objection for the transfer of the vehicle and the permit in respect thereof to the applicant. Duly attested by a notary should be submitted.
      
13. In case of death transfer of permit holder – to legal heir
    
    • Death Certificate in relation to the permit holder.
      
    • Copy of the letter in which the death of the permit holder was intimated to the competent Authority.
      
    • Legal Heir Certificate issued by a competent Authority enabling the applicant to succeed to possession of the vehicle and the permit. (or)
      
    • "Proper person Certificate" or "Family members Certificate" issued by the authorities concerned. If "Proper person Certificate" or "Family members Certificate" is used, then enclose an affidavit to the effect that other members of the family do not have any objection for the transfer of the vehicle and the permit in respect thereof to the applicant. Duly attested by a notary should be submitted.
      
      

Transfer Due to Change of Vehicle :

1. Registration Certificate of the proposed vehicle for replacing the existing vehicle.
   
2. Fitness Certificate of the existing vehicle and the vehicle proposed for replacing the existing vehicle.
   
3. Insurance Certificate in respect of the vehicle proposed for replacing the existing vehicle.
   
4. Payment of green tax wherever applicable for the new vehicle
   
5. Proof of payment of the vehicle proposed for replacing the existing vehicle the current quarter.
   
6. Note: If the existing vehicle is under stoppage and it is not having valid F.C., valid I.C., and payment of tax for the current quarter are not up-to-date – Not to worry………… provided the stoppage is genuine

• The National Permit in respect of Contract carriage Autorickshaw is to operate throughout the territory of India or in such contiguous States, not being less than four in number including the Home State in which the permit is issued
  
• Auto rickshaw Permit is needed for an Auto rickshaw owner to carry passengers on a hire basis from one point to another.
  
• Auto Rickshaw is a three wheeler vehicle constructed or adapted to carry allowed number of passengers excluding the driver for hire.
  
• Permit for Auto Rickshaw is to grant the holder to operate the vehicle for a specific period on area designated.
  
• The permit also grants the holder to pick passengers in his Auto Rickshaw under the designated area with fares fixed by government on timely basis.
  

• It is advisable to go to the Regional Transport Officer / State Transport Authority between 9:00am to 5:00pm.
  
• FC (for clearance) is a process meant for reviewing the condition of the vehicle by the RTO authorities
