Certificate of Origin (Non-Preferential) to both member and non-member companies will be issued by the Director General of Foreign Trade, Government of India.
Registering with Chamber
- Applicant should approach Kerala Chamber of Commerce & Industry for registering. Link for contact details: Contacts Link
- Please submit the Indemnity bond. The Bond should be provided on Non-Judicial stamp paper as advised (of Rs. 30/- and to be notarized by Rs.5+5 notary stamp along with the required documents).
- The format for Indemnity Bond can be availed from the respective registering office on visit.
- Stamp paper (as advised) should be purchased in the name of the Company/Establishment.
- The Bond shall only be signed by the Director/Partner/Proprietor of the Company.

- After accepting the Bond along with the relevant documents, the company will be registered in the chamber records and the exporter shall be given a registration number by the chamber.
- Note: On every occasion of submission of application for Certificate of Origin, the Registration Number with the chamber must be mentioned for reference.
For Issuance of certificate
- Applicant has to submit covering letter (COO) addressed to the designated authority of the chamber, on the printed letterhead of the company (Two Copy) with the registration number as obtained above.

- Applicant has to submit the required document as stated under “for issuance of Certificate of Origin non-preferential:” session for getting the certificate.
- This certificate will be issued after signing and stamping from the issuing authorities.
Required Documents
Documents for registration:
- Photocopy of IEC/Certificate of Incorporation.
- Stamp paper should be purchased in the name of the Company / Establishment.
- The Bond shall only be signed by the Director / Chairman / Partner/ Proprietor of the Company.
- After having submitted the Bond along with the relevant documents, the company will be registered in the chamber records and the exporter shall be given a registration number by the chamber.
- On every occasion of submission of application for attestation, Certificate of Origin, the Registration Number with the chamber must be mentioned for reference.
Documents required for issuance of Certificate of Origin non-preferential:-
- Covering letter addressed to the Director General, on the printed letterhead of the company (Two Copy).
- Original printed Application for Certificate of Origin form one copy (Blank form is available with the Certificate of Origin Department).
- Original printed Certificate of Origin form with one additional copy (Blank form is available with the Certificate of Origin Department).
- One copy of Invoice / Invoice Cum Packing List.
- One copy of Bill of Lading / Airway Bill.
- One copy of Packing List to the Concerned Invoice.

Validity
This certificate is applied for the consignment produced against the purchase order so, validity of the certificate is applicable for the produced goods

Instructions
Certificate of Origin is an instrument which establishes evidence in origin of goods imported into any country. These certificates are essential for exporters to prove where their goods come from and therefore stake their claim to whatever benefits goods of Indian origin may be eligible for in the country of exports.
The two categories of Certificate of Origin (1) Preferential and (2) Non-Preferential
Preferential:
Preferential arrangement/scheme under which India is receiving tariff preferences for its exports are:
- Generalised System of Preferences (GSP)
- Global System of Trade Preferences (GSTP)
- SAARC Preferential Trading Agreement (SAPTA)
- Asia-Pacific Trade Agreement (APTA)
- India-SriLanka Free Trade Agreement (ISLFTA)
- Indo-Thailand Free Trade Agreement
- India-Malaysia Comprehensive Economic Cooperation Agreement (IMCECA)
- India-Korea Comprehensive Economic Partnership Agreement (CEPA)
- India-Japan Comprehensive Economic Partnership Agreement (IJCEPA)
- Asean-India Free Trade Agreement
- These Preferential arrangements/agreements prescribe Rules of Origin which have to be met for exports to be eligible for tariff preference.
- Authorised agencies on charging a fee as prescribed by them provides services relating to issue of Certificate of Origin, including details regarding rules of origin, list of items covered by an agreement, extent of tariff preference, verification and certification of eligibility.
- Export Inspection Council (EIC) is agency authorized to print blank certificates.
‘’’Non Preferential’’’
- Government have also nominated certain agencies to issue Non Preferential Certificate of Origin in accordance with Article II of International Convention Relating to simplification of Customs formalities,1923. These Certificate of Origins evidence origin of goods and do not bestow any right to preferential tariffs.

- Details of quantum/origin of inputs/consumables used in export product.
- Two copies of Invoices
- Packing List in duplicate for concerned invoice
- Fee not exceeding Rs.100 per certificate as may be prescribed by concerned agency.
- In case of tea, exporters who are required to submit Certificate of Origin (Non Preferential) are to apply to Tea Board or any Inspection Agency authorized by Tea Board and enlisted in Appendix 4C of Hand Book of Procedures vol.I along with documents listed above.

Need for the Document
- A certificate of origin is a document used in international trade. In a printed form or as an electronic document, it is completed by the exporter and certified by a recognized issuing body, attesting that the goods in a particular export shipment have been produced, manufactured or processed in a particular country. A "Certificate of Origin" is also called as "Form A“
- A Certificate of Origin (CO) is an important international trade document attesting that goods in a particular export shipment are wholly obtained, produced, manufactured or processed in a particular country.
- COs also constitute a declaration by the exporter. Virtually every country in the world considers the origin of imported goods when determining what duty will be assessed on the goods or, in some cases, whether the goods may be legally imported at all.
- Two major types of COs
- The main type issued by chambers are "Non-Preferential COs", i.e. ordinary COs which certify that the country of origin of a particular product does not qualify for any preferential treatment.
- "Preferential COs" refers to COs which enable products to enjoy tariff reduction or exemption when they are exported to countries extending these privileges: e.g. GSP, Commonwealth Preference Certificate. Certificates of Origin may be needed to comply with Letters of Credit, foreign Customs requirements or a buyer’s request.
- In most countries, chambers of commerce are the key agent in the delivery of certificates of origin. However, in some countries, this privilege may also be extended to other bodies such as ministries or customs authorities.
- Under The Regulation of Imports and Exports Regulations, there is a penalty for making a false declaration in respect of any certificate of origin, permit or certification
