Kenya - Renewal of Radiation Premises License


Procedure

Apply In-Person:

  1. To renew your Radiation Premises License in Kenya, the applicant has to contact the Kenya Nuclear Regulation Authority (KNRA) Offices to make the application.
  2. Here the applicant will be given a renewal application Form by an authorized officer to fill and submit.
  3. Fill in the renewal application and attach the required documents. A list of the required documents can be found under the "Required Documents" section of this page.
  4. Submit the filled-in application form and required documents to the licensing officer and pay the required application fees. The application fees to be paid can be found under the "Fees" section of this page or in the following link.
  5. Submit the payment receipt to the KNRA licensing officer, for review of the renewal acceptance application.
  6. After submission of the application the KNRA will send its inspection officers, to make radiation safety and quality assurance tests on the irradiation device/radioactive material and premises of where the device/ material will be used. After inspection, the inspection officer will submit their inspection report and recommendations to the licensing officer for processing.
  7. The licensing officer may, in his discretion, grant or refuse to grant the renewed license or to impose any necessary conditions on the license so granted.
  8. Upon successful inspection and review the licensing officer will issue the renewed license of possession or use of radioactive material or radiation devices.
  9. The processing time is one week after the submission of the application.
  10. The applicant will be contacted to collect the license after its issued. Proof of identification is required when collecting the license.

  • Persons / Individuals who have a valid radiation premise can make a renewal application to keep the premises in operation.




Fees

Annual renewal license fees

  • Annual renewal license fee Ksh. 1,000
  • Radiation safety assessment for Quality Assurance and control Tests fee for radiation premises is Ksh. 500 per verification.




Validity

Need for the Document

  • The purpose of the license is to certify that a Radiation Premise meets the Radiation Standards Protection.
  • In order to protect the public, radiation workers and the environment from dangers arising from use of ionising radiation, the Radiation Protection Board requires that anybody who intends to operate a radiation facility apply for a premises licence.
  • Its illegal to operate a radiation premises in Kenya without a valid license.

  • It is important to note that the applicant does not have to own a nuclear facility, radiation facility, nuclear material, or radiation source to require licence or authorization
  • A person or entity which wishes to apply for an authorization should complete a prescribed application form, making reference to the associated regulatory guide and submit the form for assessment to the KNRA
  • Criteria of assessment is based on:
    • Principles of radiation protection: Justification, Optimization, Dose Limitation
    • Principles of security of radioactive material
    • International Best Practices


In brief, the Authority will consider the following during the assessment of the application:

  • Has the applicant shown a capacity to comply with the Act, regulations and licence conditions?
  • Does the application include all the information asked for by the Authority?
  • Does the information provided establish that the radiation devices, radioactive material or the practice will be dealt with without undue risk to the safety and security of persons and the environment?
  • Has the applicant shown that the likelihood of potential exposures will be as low as reasonably achievable?

  • Kenya Nuclear Regulatory Authority (KNRA) is a public entity established under Section 5 of the Nuclear Regulatory Act No. 29 of 2019, which commenced on 10 January 2020, to provide protection of persons, property and the environment against the harmful effects of ionizing and non-ionizing radiation through the establishment of a system of regulatory control.
  • KNRA is a successor of the former Radiation Protection Board (RPB), which was founded in 1986. Powers and responsibilities of the former RPB are now vested with KENRA under expanded regulatory scope. The Nuclear Regulatory Act No. 29 of 2019 gives KENRA powers to grant, amend and revoke authorisations, and to impose such conditions upon authorisation holders as it deems necessary
