Apply Online
- Individuals intending to continue to own or operate a waste treatment facility in Kenya can apply for a license renewal with the National Environment Management Authority (NEMA). This can be done online by visiting the e-Citizen Website and make an application through NEMA’s online portal through the following NEMA Portal
- The first step is to register on the eCitizen platform through the following eCitizen. The applicant will need their National ID number, email address and a phone number to complete the registration.
- After registration, log into the eCitizen account and navigate to National Environment Management Authority (NEMA) tab and then click on the “Get Service” button to proceed to NEMA’s online portal.
- Upon entering the NEMA’s online portal’s homepage, click on the “Click to Register (New Applicants Only)” tab to register with NEMA or the applicant can log into the NEMA online account using their username and password.
- To register for a NEMA account click on the “Click to register (new applicants Only)” option to enter the next page. Here, provide the required information and click on the “Submit” Button to register the account.
- A prompt message will appear informing the applicant that they have successfully registered their account. Click on the “Log in” button to enter the NEMA portal so as to make the application.
- Upon entering the NEMA online portal select the “Waste Management” option on the left pane and click on the “Disposal Application Form” tab. This will open the “APPLICATION/RENEWAL FOR A LICENSE TO OWN/OPERATE A WASTE TREATMENT OR DISPOSAL SITE” page to continue with the application process.
- Fill in the required information, upload the required documents and accept the terms and conditions then click on the “Submit” Button to proceed to the next step.
- The applicant should indicate that it is a renewal application by selecting the “Renewal” option on the application form.
- The applicant should also indicate that it is a waste treatment facility renewal applications by selecting the “waste treatment” option on the application form.
- Attach the required documents to the application. A list of the required documents can be found in the “Required Documents” of this page
- Upon clicking the submit button, the application will be sent to NEMA for review .
- After successful review an approval email containing payment details will be sent to the email address provided during the application.
- Proceed to make the application payment using the instructions given in the email. The application fees for the license renewal can be found on the “fees” section of this page.
- Once the payment has been made, log into the NEMA account and click on the “Waste Management” option on the left pane and click on the “My Applications for Disposal Form” tab.
- Select the application and click on the “Edit” button to continue with the application. Fill in the payment details, Upload the payment receipt and click on the “Submit” Button to proceed to the next step.
- Upon clicking the submit button, the application will be sent to NEMA for review.
- In this page, the applicant can check the application status of the application.
- The processing time is usually 30 days.
- Once approved, a pdf copy of the renewed license will be availed in the NEMA account for download by clicking on the “Generate License” button. A hard copy of the renewed license can be picked from the NEMA office near the applicants location.
- The applicant is to carry proof of identification when collecting the license.
Apply In-Person:
- To renew the license to own/operate a waste treatment site in Kenya, the applicant has to contact the National Environment Management Authority (NEMA) offices to make the application.
- Here the applicant will be given a renewal application form by a licensing officer to fill and submit.
- Fill in the application and attach the required documents. A list of the can be found under the "Required Documents" section of this page.
- Submit the filled in renewal application form and required documents to the licensing officer and pay the required renewal application fees. The application fees to be paid can be found under the "Fees" section of this page.
- Submit the payment receipt to the licensing officer, for review of the license application.
- The licensing officer may, in his discretion, issue or refuse to issue the renewed waste disposal license.
- Upon successful review the licensing officer will issue the license of waste treatment.
- The processing time is within 30 days of receiving a complete application.
- The applicant will be contacted to collect the license.
- Carry proof of identification when collecting the license.

Eligibility
- Any person/ individual with a valid waste disposal license wishing to continue owning or operating a waste disposal site is eligible to make the application.
Fees
Cost of Service
- Renewal Application fee - Kshs. 3,000.
- Annual Renewal Licence fee - Kshs. 40,000.

- The license is valid for one year.

Need for the Document
- The License to Own/Operate a waste treatment site is issued by the National Environment Management Authority to permit the holder to carry out waste management from a designated area /site/plant.
- It is illegal to own/operate a waste treatment site without a license issued by NEMA or with an invalid or expired one.
- Any operator of a disposal site or plant shall apply the relevant provision on waste treatment under the Local Government Act and regulation to ensure that such wastes does not present any imminent and substantial danger to public health, the environment and natural resources.

- The National Environment Management Authority (NEMA) is established under the Environmental Management and Coordination Act (EMCA) No. 8 of 1999, as the principal instrument of government in the implementation of all policies relating to the environment.
- The Authority became operational on 1st July 2002 following the merger of three government departments, namely: The National Environment Secretariat (NES), the Permanent Presidential Commission on Soil Conservation and Afforestation (PPCSCA), and the Department of Resource Surveys and Remote Sensing (DRSRS). However, following government restructuring in March 2003, DRSRS reverted to its departmental status under the then Ministry of Environment and Natural Resources (MENR).
