1. To obtain an outdoor advertising permit, the applicant should Log into e-service Mombasa County Portal
2. Applicants with an account should click on the Login option on the menu bar and entry their login credentials to access the portal.
3. Those without an account should click on the “Sign up” option to proceed with the registration process and obtain an Account Activation Code.
4. Once logged in to the portal, under the list of services on the dashboard, select “Outdoor Advertising License”. Then select “Application for Outdoor Advertising License”.
5. This will prompt the online application form to open, fill all mandatory fields accurately and attach all the required documents, Enter the SBP Number (e.g. ARN006-0026344) must be a valid SBP number) then select “Continue”.
6. Confirm all information regarding the application for the permit selected is well inputted, once done click on “Submit”.
7. Once submitted, the payment window will open, Select the payment option you wish to use and follow the instructions of payment for the application fee of Ksh 2050.00 and obtain a payment receipt.
8. Upon successful payment, the application will go through county review, an inspection of the premises by the county government official, and invoicing of the permit fees.
9. An invoice notification will be sent to the applicant for payment of the permit fees through the e-citizen portal. (The fee varies depending on the size of the billboard and location)
10. Open the invoice, select “Pay Now” select the payment option you wish to use, and follow the instructions for payment for the license fees.
11. Upon successful payment, an Outdoor Advertising license will be automatically generated, the licensee should download the license from their e-citizen online account by:
    • Logging into their account
    • Go to license management then.
    • Go to My license, then view the license.
    • Download the license using the download license link provided.

  • Certificate of compliance (copy). For branches of foreign companies
  • Business registration certificate (copy). For sole proprietorships and partnerships.
• PIN certificate (copy). Of the registered entity

• Application fees + Conveniences fees Ksh 2050.00
• Ksh 15,000 vehicle branding advertising fees - estimate + Convenience fee Ksh 50.00. The fee varies depending on the size of the billboard and location.

• The validity of the permit shall be mentioned on the permit and shall remain valid for that stipulated period unless suspended, revoked, or cancelled by the Authority.
