Apply In-Person:
- To obtain a license to dispose of irradiating device or radioactive material/waste in Kenya, the applicant has to contact the Kenya Nuclear Regulation Authority (KNRA) Officesto make the application.
- Here the applicant will be given an application Form GK LRP 3 by an authorized officer to fill and submit.
- Fill in the application and attach the required documents. A list of the required documents can be found under the "Required Documents" section of this page.
- Submit the filled-in application form and required documents to the licensing officer and pay the required application fees. The application fees to be paid can be found under the "Fees" section of this page or in the following link.
- Submit the payment receipt to the KNRA licensing officer, for review of the license application.
- After submission of the application the KNRA will send its inspection officers, to make radiation safety and quality assurance tests on the irradiation device/radioactive material/ waste and disposal methods to be used. After inspection, the inspection officer will submit the inspection report and recommendations to the licensing officer for processing.
- The licensing officer may, in his discretion, grant or refuse to grant the license or to impose any necessary conditions on the license so granted.
- Upon successful inspection and review the licensing officer will issue the license to dispose radioactive material/waste or radiation devices.
- The processing time is one week after the submission of the application.
- The applicant will be contacted to collect the license after its issued. Proof of identification is required when collecting the license.

- Describe alternative method of disposing exempt level radionuclides and electrical radiation generators (e.g. through sewerage, solid waste tipping, burial, incineration, restricted storage, e.t.c.)
- Describe measures to ensure radiation safety standards are maintained during the disposal exercise
- Estimate the expected radionuclide concentration levels in the environment (disposal route sediments) after disposal.
Need for the Document
- No person can dispose of any irradiating device or radioactive material in Kenya without a licence issued by the Kenya Nuclear Regulation Authority.
- The following activities related to nuclear or radiation facilities require authorization:
- Site preparation for a nuclear or radiation facility
- Construction of a nuclear and radiation facility
- Possession of a nuclear facility, radiation facility, nuclear material or radiation source
- Operating of nuclear or radiation facility
- Use of radiation source or nuclear material
- Decommissioning of nuclear or radiation facilities.
- Activities related to radioactive waste management and disposal Import/export of nuclear materials, radiation sources
- Transport of nuclear materials or radiation sources
- Mining and milling of uranium, thorium or radioactive materials.
- Manufacturing and production of nuclear or radioactive materials
- Selling and installation of radiation sources
- Offering Radiation Protection Services to licencees
- It is important to note that the applicant does not have to own a nuclear facility, radiation facility, nuclear material, or radiation source to require licence or authorization
- A person or entity which wishes to apply for an authorization should complete a prescribed application form, making reference to the associated regulatory guide and submit the form for assessment to the KNRA
- Criteria of assessment is based on:
- Principles of radiation protection: Justification, Optimization, Dose Limitation
- Principles of security of radioactive material
- International Best Practices
In brief, the Authority will consider the following during the assessment of the application:
- Has the applicant shown a capacity to comply with the Act, regulations and licence conditions?
- Does the application include all the information asked for by the Authority?
- Does the information provided establish that the radiation devices, radioactive material or the practice will be dealt with without undue risk to the safety and security of persons and the environment?
- Has the applicant shown that the likelihood of potential exposures will be as low as reasonably achievable?

- Kenya Nuclear Regulatory Authority (KNRA) is a public entity established under Section 5 of the Nuclear Regulatory Act No. 29 of 2019, which commenced on 10 January 2020, to provide protection of persons, property and the environment against the harmful effects of ionizing and non-ionizing radiation through the establishment of a system of regulatory control.
- KNRA is a successor of the former Radiation Protection Board (RPB), which was founded in 1986. Powers and responsibilities of the former RPB are now vested with KENRA under expanded regulatory scope.
