Kenya - Change of Vehicle Ownership


Procedure

The purchaser of the vehicle must fill out the Transfer Forms. Do not forget to bring the vehicle registration book when you apply for the procedure.

The forms must be signed by both parties and it must be done at Rates & Taxes office and witnessed by a Rates & Taxes officer.

  • Pay the transfer fee.
Note

The same procedures will be followed to transfer ownership of a fully paid loaned car or a car given freely to another person.


To effect the change in ownership of a vehicle, the new owner of the vehicle must present the following documents to the licensing officer at the office of initial registration.

  • The allocation of Plate Number Form i.e. (yellow Form)
  • Valid vehicle license
  • Receipt of purchase
  • Letter of Authority to effect change of ownership
  • Sworn Affidavit by the new owner
  • Police Report to support the change of ownership
  • The CMR Information for change of ownership
  • Passport Photograph
  • Change of Ownership Form completed by the owner and endorsed by the Police Officer attached to the Station.

Upon presentation of documents, the application is processed and assessment made for payment.

NOTE

No motor vehicle or trailer registered under this Act or driven under the authority of a general dealers licence shall be used on a road unless there is fixed thereto in the prescribed manner the prescribed number of identification plates of the prescribed design and colour on which is inscribed the identification mark of the vehicle or of the general dealers licence:

The vehicle must have been registered for at least a period of six month before change of ownership can be effected.

Fees

The of cost of transferring Vehicle ownership registration really depends on which type of vehicle starting from motorcycle to truck or bulldozer. For salon cars the cost would vary between 12000k 5000k at the time of writing this Procedure.

  • Change of ownership fee Ksh2,000
  • Capital Gains Tax Ksh. 500



Validity

  • Valid for as long as the vehicle remain in the names of the new owner.

Instructions

  • The owner of the Vehicle has to change ownership of registration with the inspector of Vehicle Offices in Kenya by law.
  • A Compulsory Third-Party Liability (CTPL) insurance is required before the Government agency will approve of the change of ownership.
  • This insurance is supposed to compensate the family of any person who will become a casualty of a vehicle accident.
  • An inspection report which details the specifics of the vehicle and the corresponding emission test done to check the vehicle is in a good condition before it is permitted to be transferred into the names of the new owner.

  • The Customs Value (CIF Value)
  • The Engine Size
  • The date of Manufacturing the Car
  • Duty and VAT receipts
  • Import entry form (Form 63)
  • Foreign log book translated into English
  • Port Release Order
  • Bill of Lading or Airway Bill
  • Clean Report of Findings (CRF)
  • Import Declaration Form (IDF)
  • Authority to enter goods for home use from the Commissioner of Customs & Excise
  • Vehicle Inspection Report (VIR) if the vehicle is for commercial use.
  • A temporary Importation Document (Form C44A or C44)
  • Road manifest or Carnet de Passages in the case of vehicles imported by road
  • Foreign Vehicle Receipt/License
  • Personal Identification Certificate Number (PIN) card
  • Certified copy of national identity card of vehicle owner or valid Passport.
  • Insurance cover
A dully filled Form A personally signed by the Importer





Need for the Document

Vehicle registration is a requirement by the Government in Kenya . It's purpose is to establish clear ownership and to tax motorist or vehicle owners.

Almost all vehicles bears a unique vehicle identification number, but only registered ones display a vehicle registration plate and carry a vehicle registration certificate.

A motor vehicle may only be driven on public roads in Kenya if it is registered and displays a plate number. The vehicle must comply with regulations and meet road safety requirements and be covered by third party insurance.
