Step 1: Register with the Mining Cadaster Portal
- Current and prospective Mining rights holders are eligible to register to access the Mining Cadaster Portal by applying in person at the Mining Cadaster office. Ministry of Petroleum and Mining Regional Offices Office Location & Contact Details
- The application shall be made in writing using a prescribed form obtainable at the Mining Cadaster office or website

- Complete the following form, and include supporting documentation, to create an account should be submitted to the Mining Cadaster office for processing and users will be trained on how to use the Mining Cadaster Portal system upon approval.
- Once the Ministry of Mining has processed the application, a user profile will be created in the Mining Cadastre Portal, and an email sent to the user's registered email address with a link to set a User name & password for the first time.
- However; respective mining applicants who do not have minerals rights or pending applications will be able to register online to use the system via this link Register for Portal Access, click on “Register Account” under “I wish to make Mineral Dealing license applications”.
- Complete the online registration form and attach the supporting documentation listed below before submitting the application for processing.
- Proof of identity (National Identity Card / Passport)
- If an employee or agent, a Letter of Authority is signed by a company director authorizing the individual to act on behalf of the company or person.
- A user profile will be automatically created in the Mining Cadastre Portal and an email sent to the user's registered email address with a link to set a password for the first time.
- The Mining Cadaster office will then verify the submitted documents and application, and if no problems are detected, A user profile will be automatically created in the Mining Cadastre Portal and an email sent to the user's registered email address with a link to set a password for the first time to be able to sign in to the portal.
Step 2: Apply for the Mineral Dealer (processing) License
- Once logged in to the
Mining Cadastre Portal Successfully your license profile page will be displayed.
- Click on “ Dealer License/Permit” under New Application on the menu drop list. On the next page select “Mineral Dealers Processing License (DPL), under commodities select “Group B: Precious Stones” then click on the “Ok” tab
- Upload the listed supporting documentation as listed on the site by doing the following:
- Ensure all your files have different names
- For large file(s), you can reduce the file size by compressing the file e.g. using a PDF COMPRESSOR.
- Click on the Browse button. Go to where the document is saved, select it, and then click “Open”.
- Once you have browsed and selected all the required Files, click on “Upload Files”
- Applicants will then be required to ensure all information and documents provided are accurate, before submitting the application for processing and consideration.
- The system will then generate a payment receipt for the applicant to make payment against and share proof of payment with the portal.
- The application will be validated for missing documents and overlap with existing licenses.
Step 3: Inspection of the premises.
- An inspector from the Mining Cadastre Office shall contact the applicant and proceed to decide on an inspection visit.
- During the inspection visit the applicant is required to be present, the inspector shall only issue an inspection approval report when he/she is satisfied with the results of the inspection.
Step 4: Payment of the License fee
- After receiving an inspection approval notification, the applicant should then proceed to make payment for the license.
- The applicant will be required to log in to their Mining Cadaster Portal, to access the Offer Letter, and if he agrees with the terms of the offer, submit an acceptance letter, share proof of payment of Ksh 20,000.00 with the portal, and obtain a payment receipt.
Step 5: Obtain a mineral dealer (processing) license
- The applicant is then required to visit the Ministry of Petroleum and Mining Regional Offices to withdraw the mineral dealer license against their identification documents.
- The time frame for processing the application is usually between 4 -15 working days.

- “Knowledge and Experience”, is a description of the applicant’s knowledge or experience of mineral dealings in Kenya and elsewhere
- A statement giving particulars of the financial resources available to the applicant
- CERTIFIED copy of Certificate of registration/incorporation.
- CERTIFIED copy of the articles of association
- CERTIFIED copy of the memorandum of association
- Copy of valid tax compliance certificate
- Current copy of CR12 from the Registrar of Companies
- Details of land ownership and consent
- Environmental licence
- Letters of Appointment of agents detailing their contacts and areas of operations and their identification documents
- Particulars for the employment and training of Kenyans
- Particulars for the procurement of local goods and services
- Proof of financial capability
- Proposed source of minerals for processing
- Technical plans detailing the proposed mineral processing operation(s)

Fees
- KES 20,000 Fee for mineral dealers (processing) license
Validity
- A mineral dealer’s (processing) license shall expire on the thirty-first day of December of the year in which it is issued. The validity of the license shall be mentioned on the document and shall remain valid for the period stipulated on the document unless suspended, revoked, or canceled by the Authority.
- Renewal application needs to be completed by no later than the 30th of November of that license year.
