To apply for Renew Fertilizers (Retail, Wholesale) License the applicant must follow the below procedure.
Apply In-Person

1. The applicant has to reach out to the License Registering Authority of the respective state agriculture department requesting the application renewal form for applying the license.

3. The licensing officer grants the application renewal form after receiving the prescribed fee from the applicant or It can be download from the following link – link
4. If the fertilizer is sold at more than one place, separate applications for renewal license shall be issued in respect of every such place.
5. The licensing officer accepts the renewal request only if the applicant satisfy the eligibility criteria as mentioned in the eligibility section.
6. The applicant can fill up the requested details and then submit the application renewal form to the licensing officer.
7. The application fee can be sent as demand draft along with the application renewal form, supporting documents and sale of the preceding year.
8. The verification officer after validating the application renewal form and the documents will provide you with an acknowledgement slip.
9. Collect the acknowledgement slip and keep it safe for future reference. The application will be processed further internally by the concerned authorities.
10. In case of wholesale license, the joint director, for retail license the chief agriculture offer concerned will scrutinize the application. This process takes 10 days.
11. The applicant will get intimation for inspection of premises through post or mobile in case if required. The officials will inspect the premises where the fertilizer is sold.
12. The reports are submitted to officer for reference.
13. The licence officer may, after giving an opportunity of being heard, refuse to renew the licence.
14. If all the criteria is satisfied the license will be renewed. Once the license is ready, the applicant will receive an SMS or call on the registered mobile number to collect it.
15. The final processing of the application generally takes 5 days .
16. The applicant can collect their renewed license copy from the licensing officer at the office by providing the acknowledgement slip.

• Source wise authorized Form-'O' with fertilizer details.
• Debiting of required fee of Rs.6000/- in the Khajane2 Challan-Head of Account:"040100105000"
• Sale Point /Storage points land details-own land copies.
• Sale point/Storage points land details- with rented/lease agreement copies.
• Site Plan of Sale -with land marks details.
• Storage points- with land mark details.
• Form A2-Wholesale Marketing license from the concerned state.(for other State O- Forms)
• If Importer-Import/Export certificate
• If importer upload Source of supply/consent of supply with certificate
• Manufacturing License (Form-F) for Micronutrients Mixture and NPK Mixture Fertilizers
• GST Registration copy.
• For Out of State Source / Manufacturer - Packing and labeling details. For Bio-fertilizers and Organic Fertilizers state Manufacturers
• Registration certificate from Industries & Commerce Department (SSI Certificate)
• Site plan with Production unit detailed address.
• Declaration of Laboratory facilities and equipments with Chemist details.
• Declaration of responsible person as per Cl.24 of F.C.O. 1985 & Detailed Bio-data of the person (Name, Age, Qualification, Designation, Present & Permanent address, Phone Number-Office & Mobile, Experience etc.,).
• Recent quality test report from Govt. Institutions/Notified laboratories / any ISO laboratories.
• Details of packing and marketing on the container / bag.
• Quality Performance certificate from Concerned state Department of Agriculture (For Bio fertilizer and Organic fertilizer Manufacturer from outside the state)
• Renewal - 3 Years Sales Details( if New applicant it is optional)
• Trade License/Trade Permission Letter (Permission letter from concerned panchayath / Municipality /BBMP)

• Every person shall along with his application for renewal of a license to undertake operation of fertilizer, file a certificate from the principal whom he represents or desires to represent.
• Any person who applied for renewal of license for undertaking pest control operations should complete 15 days certificate course from any State Agriculture University or Krishi Vigyan Kendras or National Institute of Agri Extn. Management (MANAGE) or National Institute of Rural Development and panchayati Raj (NIDPR) or Fertiliser Association of India or any other approved Govt. Institute. Provide that a person in possession of one of below mentioned qualifications.
  • Bachelor of Science in Agriculture from a recognised University or Institute. Or
    
  • Bachelor of Science in Chemistry from a recognised University or Institute. Or
    
  • Diploma in Agriculture Science from a recognised University or Institute. Or
    
  • Certificate course on Agri-Inputs for a minimum period of six months from National Institute of Agricultural Extension Management (MANAGE), National Institute of Plant Health Management (NIMPH) and other Government approved Institute
    

• Application fee for the renewal of a license is Rs.5000/- (Rs.500/- for retailers) under 0401 crop husbandry.
• One can apply for renewal with additional late fee of Rs.500/- within one month from date of expiry of the validity of the wholesale fertilizer license.

A license granted is valid for a period of 3 years unless suspended or cancelled.

• The license and any certificate of renewal shall be kept on the approved premises and shall be produced for inspection at the request of an officer appointed under the Act or any other officer or authority authorized by the licensing officer.
• Any change in the name of the expert staff, named in the licence, shall forthwith be reported to the licensing officer.
• An application for the renewal of a licence shall be made before its expiry and if such an application is made after the date of expiry but within three months from such date.
• One can apply for renewal with additional late fee of Rs.500/- within one month from date of expiry of the validity of the wholesale fertilizer license.
• The Holder of the certificate shall comply with the provisions of the Fertilizer Control Order 1985 and the notification issued there under for the time being in force
• The holder of the Certificate shall from time to time report to the Registering Authority any change in the premises of sale depot and godown attached to sale depot
• The industrial dealer shall submit a report to the central Government by the 15th of April for the preceding year, showing the opening stocks as on 1st of April of the reporting year, source wise receipts during the year, sale and closing stocks of fertilizers along-with the source wise purchase/sale price
• The wholesale dealer or the retail dealer except where such a dealer is a state Govt. a manufacture importer or pool handling agency shall not sell fertilizers for industrial use and as the case may be an industrial dealer for Agriculture use.
• An application for renewal is made before the expiry of the licence and the order regarding refusal or renewal is passed after the expiry of the licence, the applicant shall be deemed to have been carrying on his business in accordance with the expired licence till the date of communication of the final order on that application.
• Where an application for renewal is made after the expiry of the licence with late fee, the applicant shall be deemed to have been carrying on his business in accordance with the expired licence (from the date of expiry) till the date of communication of the final order on that application.

Every holder of a Wholesale, Retail fertilizer license, desiring to renew the certificate, shall, before the date of expiry of the said certificate of manufacture make an application to the registering authority

• The whole sale dealer shall submit a report to the Registering authority with a copy to the Enforcement Inspector, Fertilizer or such other Officer as the State Government may notify in whose jurisdiction the place of business is situated, by the 5th of every month, showing the opening stock, receipts sales and closing stocks of fertilizer in the preceding month. He shall also submit in time such other returns as may be prescribed by the Registering Authority.
• The industrial dealer shall submit a report to the central Government by the 15th of April for the preceding year, showing the opening stocks as on 1st of April of the reporting year, source wise receipts during the year, sale and closing stocks of fertilizers along-with the source wise purchase/sale price.

If the requestor for renewal of license has failed to comply with the conditions subject to which the license was granted or has contravened any of the provisions of this Act or the rules made there under. Then, without prejudice to any other penalty to which the renewal request of the license may be liable under this Act, the licensing officer may, after giving the requestor of the license an opportunity of showing cause, revoke or suspend the license.
