4. In the new page, Please go through the information and then click the “Register” button to get the “REGISTRATION” page.
5. Please complete the prompts as appropriate. Please enter the security code at the given space. Please click the checkbox for “I Agree with the details.” disclaimer and then click the “Register” button to complete the registration procedure.
6. Once registration is completed, go to the home page. Please click on the “Login” menu option to get “Login” page.
7. Please enter the login credentials as appropriate. Please enter the security code as applicable at the prompted space and click on the “Login” button to reach the “FORM ‘A1’” page.
8. Please complete the given page prompts as appropriate for respective sections. Make sure that the “District Wholesale Dealer” option is checked against “3). Whether the Application is For-*” section. Please upload the required documents as applicable using the “Choose Files” button as appropriate. Please click the checkbox for “I Agree with the details.” disclaimer and then hit the “Final Submit” button to reach the “Annexure 1” page.
9. Please complete the page prompts as appropriate and use the “Save & Add More Source” button as per requirement. Once the details are entered, please click the checkbox for “I Agree with the details.” disclaimer and then hit the “Save & Next” button to reach the “REQUIRED SUPPORT DOCUMENTS” page.
10. For uploading the documents, please click the “Browse” button. A file open dialog box will appear. Please select the file and click respective button to upload. Once the file is uploaded the “Upload” button will turn in to green. Please click the checkbox for “I Agree with the details.” disclaimer and then hit the “Final Submit” button.
11. Now, please select the “Fee Payment” button to get the respective payment processing page. Please complete the page requirements to make payment and hit the “BACK” button.
12. The applicant shall use the “View / Print Application” button to print the application.
13. This application will be processed further.
14. Applicant will get update about the progress of his/her application through “SMS” in their registered mobile number. Applicants are advised to follow the department guidelines.
15. Once the license is ready it will be notified. The applicant shall login in to the website to download the licence or the applicant can collect their licence from the licensing officer at the office or sent through post to the address mentioned while applying or delivered as per applicable norms.

Apply In-Person:

1. Any person intending to carry out the fertilizer dealership business, shall apply to the respective office of the license registering authority of the state agriculture department within the jurisdiction the applicant wish to operate.
2. Link for the office contact details link please use the district contact detail to know the respective office for making application.
3. Please visit the respective office.
4. Meet the respective authority at the office. The applicant shall get the advice from the authority to be followed to apply for this licence.
5. Collect the application form from the concerned authority or write on a plain A4 sheet as advised.
6. Complete the application form. Attach all the required documents as per the “Required Documents” section of this page. Please submit 3 copies of the application form and the supporting documents to the designated receiving authority.
7. On receipt of the application, the authority will check the submitted application and document set. If all are in place, the application will be accepted.
8. The authority will advise regarding the application fee/charge to be remitted as per the acceptable mode (demand draft / treasury challan or as per acceptable norms).
9. The applicant, after remitting the mentioned amount, should provide the proof of payment (demand draft / receipt / challan) to the department authority for further processing.
10. The authority will make entries about this application in the manual record or electronically using the computer. Also, a copy of the application set will be returned with a sign to acknowledge the receipt of the application.
11. An acknowledgement receipt (application reference ID) will be issued as proof of the submission of the application. The same will be sent as email and as “SMS” to the registered email ID and registered mobile number respectively. Please save it for future reference.
12. The applicant will be informed of the probable date of inspection and grant of the licence.
13. This application will be forwarded to the respective department / section for further processing.
14. Applicant will get update about the progress of his/her application through “SMS” in their registered mobile number. Applicants are advised to follow the department guidelines.
15. This application and documents are subjected to scrutiny by the concerned authority for authenticity. Once the scrutiny and verification of the documents and other details are completed, this application set will be forwarded to the inspection team.
16. Any short fall in the documentation will be intimated to the applicant for submission of the required details / documents.
17. The applicant gets notification about inspection of premises through “SMS” along with the date of inspection. Please follow department notification regularly.
18. The inspection (licensing) team will inspect the premises. The investigation and verification will be conducted as per department’s norms. The applicant should co-operate with the inspection team.
19. The outcome of the investigation and inspection will be recorded as a report.
20. The application along with the above said report will be forwarded to the concerned issuing authority.
21. The issuing authority will refer the recommendations and reports. If required, the applicant will be called in for a face-to-face interview.
22. If the application is found to be correct in all respect, the issuing authority will grant the licence with his/her seal and signature.
23. The status, viz. Approval or rejection if any will be conveyed to the applicant through an “SMS” or as per applicable norms.
24. The applicant can collect their licence from the licensing officer at the office by providing the acknowledgement slip or it will be sent through post to the address mentioned while applying or delivered as per applicable norms.

• The applicant should have completed eighteen years of age in order to apply for this licence.
• The applicant should be a permanent resident of the state.
• The applicant must be a degree holder (education criteria related information for eligibility can be obtained from the concerned authorities).
• The applicant should be unemployed and not working in any government or semi government department.
• The applicant must not be on the rolls of any institution/college.

Note:

• It is considered that the applicant must possess the following qualifications:-
  • Bachelor of science in agriculture from a recognized university or institute. Or
  • Bachelor of science in chemistry from a recognized university or institute. Or
  • Diploma in agriculture science from a recognized university or institute. Or
  • Certificate course on agri-inputs for a minimum period of six months from national institute of agricultural extension management (manage), national institute of plant health management (NIMPH) and other government approved institute.

• As the fees structure varies across the state, the licensing officer whom applicant applies with will provide fee details.
• The fee shall be paid through DD/treasury challan for the prescribed fee as advised.

• A licence granted, shall be valid for the period specified therein. Usually the validity of this licence is for a period of 2 years unless suspended or cancelled.

• The applicant shall comply with the provisions of the fertilizer (control) order and the notifications issued there under for the time being in force.
• The applicant shall from time to time report to the notified authority and inform about change in the premises and godowns attached.
• The applicant shall also submit in time all the returns as may be prescribed by the state government.
• The applicant shall not sell fertilizers for industrial use.
• The applicant shall file a separate memorandum of intimation for, where the storage point is located outside the area, jurisdiction of the notified authority where the distributor’s premises is located.
• The permission may be refused only if the application is found to be against any of the provisions of the rules and guidelines.
• Do not submit fake documents as a proof to obtain this certificate.
• Incomplete application will be rejected.

• Without a valid fertilizer distributor licence, one cannot distribute such fertilizers.
• Traders should strictly follow the government classification of fertilizers for different use in agriculture. In order to be eligible for dealing with such classifications, one has to get the licence.

• The fertilizer dealer shall submit a report to the registering authority with a copy to the enforcement inspector, fertilizer or such other officer as the state government may notify in whose jurisdiction the place of business is situated, by the 5th of every month or as per the advised timeline, showing the opening stock, receipts sales and closing stocks of fertilizer in the preceding month. He/she shall also submit in time such other returns as may be prescribed by the registering authority.
• It is punishable offence to deal such fertilizer storage activity of the classified fertilizers without a valid licence.
• The grant of a licence to store fertilizers has to be obtained from the respective department.
• Carry all the necessary documents in original while applying in person.
• Make a photocopy of your filled form for future reference.
