Apply In-Person
- To apply for a phytosanitary import permit, from the Plant Quarantine Division (PQD), you should submit your application in person to the PQD office under the Ministry of Industry, Commerce, Agriculture, and Fisheries (MICAF), please view the PQA contact details in the “Office Locations & Contacts” section below
- Obtain the phytosanitary import permit request form from the PQD office or download it from the Ministry’s website through this link: Link (Import permit request form). You can also download the form directly via the link provided in the “Documents to Use” Section below
- Complete the application form accordingly and attach all the required supporting documents to it
- Visit the QPD office and submit your complete application to the QPD official at the service section
- The QPD officer will verify your application and enter it into the electronic trade system and then you will be issued an acknowledgment receipt of receiving the application
- Once the application is lodged into the e-trade system, the responsible QPD officer will assess the application if it meets the required standards and give his feedback as; Approved, Hold, or Reject
- If the application is held due to the requirement for more documents, the QPD will contact you via email and ask you to provide the requested documents and then a QPD senor officer will forward the application to the Pest Risk Analysis (PRA) unit for further assessment
- The PRA will assess your application and forward their recommendations on the risk associated with the application to the QPD senior officer as either product assessed is suitable for import or not. If not, you will be notified via email
- if the application is rejected, they will inform you through your email address
- in case your application is accepted and approved, the QPD will input the permit condition and the approval status in the e-trade system
- Then the e-trade system will generate the permit’s fee which you can pay online through the e-trade system or manually to the QPD office
- Upon payment, the permit will be printed and issued to you.
Apply Online - Obtain Phytosanitary Import Permit Online with Images
- To apply for a phytosanitary import permit, you should submit your application through the Ministry of Agriculture and Land Trade System (MOAT)
- Visit the online system through this link:Link
- Once on the website, Login to the system if you are a registered user or click on the “Not yet registered” option to create an account by filling in all the required information
- Upon successful registration, you will be logged into your account, where you can select phytosanitary import permit and submit your application. You can use the provided instructions to complete the application
- Upon submission of the application, an email will be sent to your address advising you of the approval and how to proceed
- Once your application is approved you will be required to enter your account and complete applying for the phytosanitary import permit and pay the application fee online using a debit or credit card or in-person at the Cashier located at the Veterinary Services Division, MICAF 193 Old Hope Road, and Kingston 6.
- Upon payment, the VSD will process and produce the phytosanitary import permit
- Visit the VSD office to collect the phytosanitary import permit
