Jamaica - Obtain Certificate of Recognition for Caribbean Community Skills

- To apply for a Certificate of Recognition of Caribbean Community Skilled Person if you are a graduate with a degree and you meet the eligibility for the recognition certificate, you should submit your application to the Ministry of Labour and Social Security (MLSS). You can view the MLSS office details via this link:Link
- First, contact the MLSS and inform them of your intention to apply for the Caribbean Community and Common Market (CARICOM) recognition certificate
- The MLSS will assess your request and determine if you are eligible to be issued the certificate
- After they determine that you are eligible, they will send you an application form through your email address
- Complete the application form accordingly and attach all the required supporting documents to it in a single fill
- Then pay the processing fee and obtain the payment receipt and attach it to the complete application
- Once your application form and all supporting information and documents have been completed, signed, stamped, and certified where required, Submit the complete application including the payment receipt to the work permit department of the MLSS office for verification
- Your application will be verified by the relevant officials and if it meets the required standards, the application will be approved and processed
- You will be required to pay the certificate’s fee and collect the certificate from the MLSS office after processing. Note that you can send a representative to pay and collect the certificate on your behalf
Required Documents
- Completed application form from the Ministry of Labour‘s Office.
- A certified copy of University Degree, Associate Degree, Diploma, Professional qualifications (ACCA, AAT, etc.) Certificate NCTVET – Level 2 (HEART/TRUST NTA) for Artisans and Domestic workers ONLY –Note: All applicants are required to present a letter in a sealed envelope from the institution which the qualification (s) was awarded to verify that said qualification is authentic. (NOT A TRANSCRIPT)
- Certified copy of passport page (showing bio-data information and expiry date).
- A certified copy of the Birth Certificate
- A deed poll/or other documents to support the change of name, if any.
- Three certified passport size photographs
- Police Report from the country of residence for the past three years.
Dependents should provide the following documents:
- A certified copy of the Birth Certificate
- Certified copy of passport page
- Three certified passport size photographs.
- Where the applicant’s name is not on the birth certificate, a Declaration signed before a Justice of the Peace/Notary Public by two persons who knew of the birth stating that he/she (applicant) is the parent
- Adoption papers (for adopted children)
- Marriage Certificate (in case of wife/husband)
- A copy of the Decree Absolute certified by a Justice of the Peace/Notary Public if either or both the husband and wife were previously divorced.
- A certified copy of the death certificate if former husband or wife had died

Eligibility
- Graduates with degrees and who belong to CARICOM Countries who are signatory to the agreement are eligible for the Certificate of Recognition
Fees
- The application Fee is $2,000
- The Certificate fess is $8,000
- Each Dependent $2,000
- Replacement Fee $3,000
- Amendment Fee $2,000
Validity
- Once the certificate is issued, CARICOM nationals are granted a stay of six months

Instructions
- You should first contact the MLSS for them to determine if you are eligible for the recognition certificate and once you have obtained the certificate, you should take it to the relevant authority of the country of host for validation and obtain the necessary endorsement of the certificate
