Jamaica - Import Pet (Cat and Dog)


Procedure

To import pets (Cats or Dogs) in Jamaica, you should contact the Veterinary Services Division via the Permit Unit through the Address provided in the “Office Locations & Contacts” section below since they are the responsible body for issuing and verifying import documents of Cats and Dogs in Jamaica.

Apply In-Person

  1. First, have your pet microchipped with an ISO Standard 11784 or Annex A to Standard 11785 for identification. The pet's microchip number must be present on all documentation required to enter Jamaica.
  2. Once your pet is microchipped, you can proceed to have it vaccinated against rabies using the following conditions:
    • Primary vaccination for puppies or kittens older than three months and younger than twelve months receiving the vaccination for the first time, will not qualify for entry until 180 days after the primary inoculation. A FAVN titre test must be done 30 days after the initial inoculation.
    • Primary vaccination for dogs 12 months and older, receiving the vaccination for the first time will not qualify for entry until 3 months after the inoculation. A FAVN titre test must be done 30 days after the inoculation.
    • Booster vaccination in older dogs. After receiving the booster vaccination, a FAVN titre test must be done
  3. Then apply for the approval of the Preliminary Application Form by downloading the form through this link: Link complete it accordingly you will also need to visit your vet to complete the attestation part. Submit the complete Preliminary Application Form along with the Copies of the rabies certificate and FAVN test result to the Veterinary Services Division (VSD), Permit Unit by email: vsdpermits@gmail.com or Fax: 1(876) 977-0885 or in-person to their office for approval. This should be done at the least one month prior to the travel or importation of the pet
  4. The permit unit will verify your request and once the Preliminary Application Form has been approved,the permit unit will advise you via email to start the process of applying for a Veterinary Import Permit which is done online through the Ministry of Agriculture and Lands Trade System: Link
    Once on the website:
    • Login to the system if you are a registered user or click on the “Not yet registered? click here” option to create an account by filling in the required information
    • Upon successful registration, you will be logged into your account, where you can select veterinary imports and submit. You can use the provided instruction
    • Upon submission, an email will be sent to your address advising you of the approval and how to proceed
    • Once your application is approved you will be required to enter into your account and complete applying for the veterinary import permit and pay the application fee online using a debit or credit card or at the Cashier located at the Veterinary Services Division, MICAF 193 Old Hope Road, and Kingston 6.
    • After a successful application, you will be issued the veterinary import permit valid for 3 months and it is for one-time use only. Note the Pets arriving in Jamaica without a valid import permit will be denied entry
    • The Veterinary Import Permit will indicate all the necessary tests, vaccinations, and treatment requirements that all dogs or cats must receive before entry into Jamaica.
    • You are required to provide the Permit Unit with an estimated time of arrival of the pet in Jamaica so that they can prepare a Pre-Export Treatment Schedule for consultation with your private veterinarian for preparation the pet to be exported to Jamaica. Should your vet need any assistance with the Pre-Export Treatment they can seek help from a veterinary officer assigned to the Permit Unit. Note that the Pre-Export Treatment Schedule will be emailed once it is prepared by the permit unit
  5. Once all tests, vaccinations, and treatments have been completed, your official Veterinarian in the country of origin will issue an official Veterinary Export Health Certificate with pages signed and stamped. Note that any corrections made to the Veterinary Health Certificate must be struck through, remain legible, and be signed and stamped by the Official Veterinarian, and no correction fluid should be used in the certificate.
  6. Then the official veterinarian will sign and stamp each page of the following supporting documents and record the microchip number of the pet on all pages. The documents included:
    • Ehrlichia, Babesiosis, Lyme disease laboratory report, Leishmania infantum laboratory report, Brucella canis laboratory report (where applicable), Heartworm (Dirofilariaimmitis), where applicable Leptospira interrogans serovar canicola laboratory report (if not vaccinated), Rabies vaccination certificate and the FAVN Laboratory Report.
  7. Submit a copy of the required documents including the Veterinary Export Health Certificate to the permit unit through their email address for verification and approval before the arrival of the pet.
  8. Once approved the permit unit will issue you a cats and dogs import checklist which will help you to determine if your pet meets the requirements to be allowed entry into Jamaica
  9. Obtain and complete the Animal Landing Notification Form, then submit it to the Director of Veterinary Services Division via the Permit Unit through their email address: vsdpermits@gmail.com three weeks before the scheduled arrival date of the pet (cat or dog).   10. Then obtain and complete the Confirmation of Animal Arrival Form: Link and submit it to the Director of Veterinary Services Division along with the Export Health Certificate three days before arrival in Jamaica
  11. Once everything is checked, proceed with the importation of the pet and you should note that dogs and cats intended to be landed in Jamaica must arrive during normal working hours, that is between 8:30 a.m. and 5:00 p.m. Mondays to Thursdays and 8:30a.m. and 4:00 p.m. on Fridays. This is to facilitate requisite Customs and Veterinary clearance followed by quarantine where applicable.

Note:

  • The dog or cat must arrive directly into Kingston unless otherwise authorized under the law by the Director, Veterinary Services.
  • The dog or cat must arrive in Jamaica before the expiration date of the import permit

Eligibility

Anyone intending to import or travel with a pet to Jamaica.For Dogs and Cats

  • Can only be directly imported into Jamaica from the countries listed in Category 1 in Part 1 of the First Schedule.
  • For animals originating from countries not listed in Category 1, Part 1 of the First Schedule, these animals must first be resident for a continuous period of at least 6 six months in a country listed in Category 1, Part I of the First Schedule before qualifying for entry.
  • Must be permanently identified with a microchip (ISO Standard 11784 or Annex A to Standard 11785. (This must be done prior to rabies vaccination). The microchip number must be recorded on all documentation.
  • Must not be under quarantine restrictions at the time of export to Jamaica
  • Must not be pregnant nor be suckling young at the time of export.
  • A person shall not import any of the following dog breeds into Jamaica:
    • Dogo Argentino
    • Fila Brasileiro
    • Japanese Tosa
    • Pit Bull Terrier.
  • A person shall not import a hybrid dog or cat, that is to say, offspring of domestic dogs or cats crossed with other species into Jamaica.

  • Countries that Jamaica considers as rabies-free. All dogs and cats entering Jamaica must have proof of residency in one of these countries for 6 months before entering Jamaica.
