Acts regarding civil status events that take place in Italy or abroad may be submitted by the parties concerned, or by anyone concerned, either directly to the office of the Italian municipality of residence (see art. 12, par. 11, DPR 396/2000) or to the authorized consular office (either that of the parties concerned or of the jurisdiction in which the act is formalized).

Italian citizens are required to communicate all variations in civil status (and to submit related documentation) that take place during their residence abroad to the local authorised consular office where the event takes place.
In order for Italian citizens who have established their residence abroad to register births, marriages and/or deaths (and to obtain related certificates), they must first be registered in the Registry of Citizens Residing Abroad (AIRE).

This certificate can be obtained from the Ufficio di Stato civile (Office of Vital Records) of the town or city.
In Italy the local governments are responsible for Civil Status administration and certification.
A Civil Status Certificate refers to the sum of acts and events concerning the life of a citizen: birth, marriage, death, divorce and citizenship, registration of which falls within the remit of the Office of Civil Status, whose function is carried out in Italy by municipal offices, and abroad by consular offices.
All forms of status, acts and personal credentials not contained in an Italian public registry, if known directly by the person declaring them, can be definitively demonstrated by means of a substitute affidavit.
This will allow to Italians to reply on time to the request of documentation for inscription to schools universities, employment opportunities, public administrations duties, etc.

It is responsibility of the applicant to provide the appropriate certificates that:
All certificates denoting civil status issued by the local authorities have to be presented in original and, where necessary, authenticated and translated into Italian in order for the consulates to send them to the competent municipality.
The request of certification of Civil Status from an Italian, who lives in another country, can be satisfied in an efficient way and adequate time lap.
