1. Prepare all the documents you will need to submit or present when you apply for a regional parking permit (see list below).
2. Go to your local Parking Services Division and present the relevant documents. Applications for student parking permit will be reviewed and approved by the professional committee. Parking permit request for Disabled Parents Health Care Aides will be delivered to the professional committee for their approval.
3. In the event that your request for a parking permit is rejected, you will be notified by the parking services division in writing explaining why your application was rejected.

Homeowners:

• ID card, including the address of the home that entitles the owner to a parking permit (ID card attachment page)
• The parking permit applicants vehicle license
• In case of a company vehicle official authorization from the residents employer, signed by a Company / Association signatory, stating that the vehicle is for their use only, 24 hours a day, 365 days a year.
• If the company vehicle is privately owned, submit an authorization from the companys accountant, confirming that the company owner is the owner of the company / shares + 3 pay stubs + official authorization from the employer.
• If the vehicle is owned by a leasing company, and is used by a company / private individual the parking permit applicant must submit a contractual agreement between the leasing company and the parking permit applicant.
• The applicants valid drivers license.
• Authorization confirming municipality tax (Arnona) registration under the applicants name (just submit the Arnona account no. submitting a document is not necessary).

Home renters:

• ID card, including the address of the home that entitles the owner to a parking permit (attachment page to ID card)
• The parking permit applicants vehicle license In case of a company vehicle official authorization from the residents employer, signed by a Company / Association signatory, stating that the vehicle is for their use only, 24 hours a day, 365 days a year.
• If the company vehicle is privately owned, submit an authorization from the companys accountant, confirming that the company owner is the owner of the company / shares + 3 pay stubs + official authorization from the employer.
• If the vehicle is owned by a leasing company, and is used by a company/ private individual the parking permit applicant must submit a contractual agreement between the leasing company and the parking permit applicant.
• The applicants valid drivers license.
• Valid rental agreement for a period of one month are longer, submitted with a lawyers authorization / properly prepared statement from the Court Registrar (in cases where the Arnona is registered under the owners name). In cases where the Arnona is registered under the applicants name, submit a rental contract, without requiring authorization from a lawyer / Court Registrar.

Students:

• ID card including the address of the home that entitles the owner to a parking permit (attachment page to ID card)
• Vehicle license
• Properly prepared statement by the vehicle owner (parent or sibling) stating that the vehicle is being used exclusively by the student.
• Confirmation of Enrollment (official and signed by the Institutions Registrar) for the current school year from a higher education institution recognized by the Council for Higher Education. Also submit the current study timetable (at least 12 weekly study credits, and no less than 50% of a full school year).
• The applicants valid drivers license.
• A rental agreement valid for a period of one month or longer, submitted with a lawyers authorization / properly prepared statement from the Court Registrar (in cases where the Arnona is registered under the owners name). In cases where the Arnona is registered under the applicants name, submit a rental contract, without requiring lawyer authorization.

Disabled Parents Health Care Aides:

• Address of the disabled parent requiring the health care aide.
• Summary of medical information confirming that the parent requires a health care aide.
• Parking permit applicants vehicle license.
• Accompanying vehicle official authorization from the residents work place, signed by a company / association signatory, stating that the accompanying vehicle is for their use only, 24 hours a day, 365 days a year.
• Privately owned company vehicle authorization from the company s accountant, stating that the company owner really owns the shares / company + 3 pay stubs and official confirmation from the work place.
• In case of a vehicle owned by a leasing company and used by a company / private individual, submit a contractual agreement between the leasing company and the parking permit applicant.
• Requestors valid drivers license

You may be able to apply for a free parking permit if:

• You are a resident who owns a vehicle, or
• You are a resident who is in possession of an accompanying company vehicle, and do not have a private parking spot in your place of residence

For students:

• a student currently enrolled in a higher education institution in Jerusalem (recognized by the Council for Higher Education), and who is in possession of a vehicle which they do not own (but is instead owned by a first degree relative)

Residents of the Old City Area

• The Old City Area (between the Old City walls, Har Zion parking lots, Maaleh Hashalom St., Derech Haofel), due to its special historic nature and security status, will be restricted to traffic, and parking will be permitted to area residents only.
• Parking permits will not be granted for commercial enterprises, services, religious institutions, educational institutions, and the like.

You may submit your request for a parking permit, regardless of whether you own or renting the home in which you reside, with the latter on the condition that the rental period is no less than 30 days.

Residents of the Old City Area
The Old City Area is considered a single parking region.
Each family will be issued a single parking permit, for one vehicle, on the condition that the family does not have private parking in their homes private area, or other parking in the area.
