1. Before you start to apply for a building license the Department suggests you do the following:
   1. Check that you have selected a registered professional.
   2. Make sure with the professional that indeed the requested construction is possible.
   3. Read the guide regarding receiving a building permit.
2. Schedule a meeting: Meetings with licensing examiners will only be held with prior scheduling. To schedule a meeting for opening a file, you can send a request:
   1. By email: afyochi@jerusalem.muni.il (preferable choice)
   2. By telephone: 02-6297920 on Mondays and Wednesdays between 9:00 to 13:00
3. Submit documents to open a file requesting a building permit.
4. Track progress of your application using the file number that you received.

A request for a building permit must be filed by an architect, engineer or practical engineer registered at the Registrar of Architects, Engineers and Practical Engineers.

The Licensing Department issues building permits according to the Planning and Construction Law, 5725-1965, its conditions and fees, which require receiving a building permit for any change to an external structure.

The license is also required for new construction, residential expansions, adding balconies, pergolas, elevators etc.

In addition, a permit must also be received for changing use of a structure, including using an apartment for an office, clinic etc.
