Procedure
Apply via Agent
Apply In-Person:
- Procure the application form for Mutation from the Department of Drinking Water and Sanitation Office or download the form from the webpage by selecting “Application from for mutation” Link
- In the procured form, fill the required details.
- Attach all the required documents along with the application form.
- Submit the documents at the "Receipt Counter” of the Office of the “Zonal Revenue Officer”.
- Pay the required processing fee and other applicable charges.
- Receive any provided acknowledgement for further reference.
- The authorities will check if all the necessary documents have been submitted.
- Site verifications will be made by the authority officers.
- After this verification, the Zonal Revenue Officer’s decision will be conveyed to the applicant along with the “Bill for Mutation”.
- After producing the “Bill of Mutation”, the changes in the computer records will be made within the next billing cycle.

- Photocopy of G.P.A/Sale Deed/Will Deed/Registry
- Photocopy of N.O.C/Death Certificate of Previous Owner/Indemnity Bond having clause of NOC, no dispute on ownership of the property as applicable
- Photocopy of Last Bill of Water Charges
- Notarized Declaration Certificate/Affidavit
- Mutation Letter from House Tax Department
- Receipt of Mutation fee
- Proof of Identity of the applicant from the following:
- Aadhaar card
- Driving Licence
- Ration card
- Voter ID
- PAN Card
- Note: Carry the original and photocopy of the necessary documents for any cross verifications to be made.

Eligibility
- Residents of Delhi who wish to transfer water connection ownership from the previous owner.
Fees
- Mutation processing fee Rs. 100
- Occupier security Rs. 250
- Water advances Rs. 1000 (Not applicable in Blood Relation case)
- Meter security (if applicable)
Validity
- The name change is valid till the change of next ownership due to sale of the property or other reasons.

Need for the Document
- A water bill is one of the utility bills which could be used as address proof for banks, passports, etc.
- The water bill will always bear the previous owner’s name until it is changed to a new ownership. For this reason, it is always advisable to change the ownership of water connection when purchasing a new property or after legal succession.
- The new consumer might be asked to change the water meter if it is not in working condition.
- One has to pay the monthly dues regularly. Reconnection charges might be levied on the consumer if the connection was disconnected due to pending dues.
