India - Transfer Ownership of Steam Boiler


Procedure

Apply In-Person:

  1. To apply for transfer of ownership of steam boiler, the applicant needs to submit an application to the Chief Inspector of Boiler, Directorate of Industries & Labour Welfare, requesting for change of ownership.
  2. The applicant must write the application on a blank A4 sized paper and address it to the above-mentioned authority along with the required documents and other details.
  3. Make sure you have all the necessary documents listed under the "Required Documents" section of this page.
  4. On receiving such an application, the Chief Inspector of Boilers shall fix a date (within 15-30 days) for the inspection of the boiler and the details of the applicant. The proposed owner/applicant will be notified 10 days prior to the date of inspection.
  5. On the day of inspection, the authorised officer will measure and examine the maximum pressure of the boiler and checklist other necessary details of the applicant.
  6. The authorised officer will scrutinise the application along with the result of the examination/inspection and report it to the Chief Inspector. Find more about it in the "Information which might help" section of this page.
  7. Once the application is approved by the authority, it will be reviewed and sanctioned by the Chief Inspector.
  8. A mandatory payment needs to be made for the requisite fee in order to receive the grant. Find more about the required fees in the "Fees" section of this page.
  9. After accepting the prescribed fee, the Chief Inspector will grant the request only if the proposed owner meets the eligibility criteria as mentioned in the "Eligibility" section of this page.
  10. The Chief Inspector, on complete satisfaction, will change the owner's name in the MI book and transfer it to the concerned person's name.
  11. The transfer of ownership will be processed by the authority in 15-30 working days.


Note: In case of transfer of ownership from one state to another, the transfer shall be mentioned to the authority in a prescribed format in the same application form.

  • Sale Deed
  • Declaration of the seller with regards to the transfer of ownership.
  • Steaming Certificate (latest)
  • Address Proof of the proposed owner (Land/Rent/Lease Agreement, Bank Documents, Electricity Bill, Water Bill, Phone Bill, etc)
  • Identity Proof of the proposed owner (Aadhaar Card, Voter ID, Passport, Driving License, Ration Card, etc)
  • The applicant must get a consent letter from the original owner of the steam boiler in order to transfer ownership.
  • The applicant must have a letter from the seller for confirmation of sale.

Fees

  • Please contact the concerned office to know the fee required to transfer ownership of steam boiler in Delhi.
  • The original copy of the challan is to be submitted to the Chief Collectorate, Department of Labour.



Validity

The ownership certificate of the boiler needs to be renewed periodically.

Any documents of the proposed owner of the steam boiler shall be produced when requested by the authority.

  • Name of the applicant
  • Name of the proposed owner
  • Contact Number of the proposed owner
  • Aadhaar Card Number
  • Details of the last steaming.
  • Date of the last steaming.
  • Challan for the requisite fee.




Need for the Document

  • A permit is necessary for being a registered owner of a steam boiler. It helps the owner maintain his/her own instruments registered in his/her name.
  • A permit helps the transfer of ownership of a steam boiler from one person to another.
  • Registered ownership defines that the items are not stolen or illegally used/sold/manufactured. It is prohibited to use unregistered or uncertified boilers as per the Boilers Act 1923.



Information which might help

  • If the applicant fails to fulfil any of the eligibility criteria. The authorising inspector may withdraw or cancel the ownership as per the Boilers Act 1923.
  • No owner of the boiler shall use it or permit the boiler to be used on certain conditions:
  • Unless it is registered as per the Act.
  • Unless a certificate or provisional order is granted by the authority for the boilers to be functional.
  • It is prohibited at a pressure higher than the maximum pressure listed in a certificate or provisional order.
  • In some states, a boiler owner must hold a certificate of competency.
  • Given that any boiler registered, certified or licensed, hereby repeated shall be deemed to have been registered or certified.
  • Boiler shall not be used after the expiry.
  • The boiler registration continues to be in force even if the ownership is transferred.
