Apply In-Person:
- To Apply for Ship Building and Repair License, the applicant must approach the Directorate General of Shipping – link
Note: The applicant must click on nearby DG Shipping office in your region.
- An application form will be provided to the applicant by the concerned officer.
- The applicant must fill in all the necessary details in the application form. (Incomplete applications are not accepted)
- Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant must attach the photocopies of the required documents along with the application form while submitting.
- Submit all the documents with the completed form to the concerned officer.
- The applicant must pay the prescribed fee as requested by the authority. The fee details are mentioned in “Fees” section of this page.
- After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
- All applications are processed within a reasonable time, having regard to the circumstances of each application, including the completeness of information and documents submitted to the authority by the applicant.
- The authority may seek additional information from an applicant if this is necessary to assess the application. The authority does not need to deal further with an application until the applicant has provided this additional information.
- DGS may conduct a thorough inspection of your facility and review your application. They will evaluate whether your facility meets the necessary standards and regulations.
- Once your facility is inspected and found to be compliant, you may receive clearances and approvals to operate as a shipbuilding and repair facility.
- Upon successful evaluation, the Directorate General of Shipping will issue a shipbuilding and repair license to your entity. This license will authorize you to carry out shipbuilding and repair activities in India.
- This entire process can be completed within 30 – 90 days or as per the timeline advised by the respective department authority.

- Details about your technical expertise, experience, and qualifications in shipbuilding and repair.
- Information about your skilled workforce, including their qualifications, certifications, and relevant experience.
- Proof of insurance coverage for potential risks associated with shipbuilding and repair activities.
- Certifications and compliance documents related to health and safety standards and regulations.
- Environmental clearance certificates obtained from relevant authorities.
- Proof of ownership or lease agreements for the land where your shipbuilding and repair facility is located.
- Any necessary NOCs from local government bodies or authorities.
- Documentation describing your quality control and assurance plans to ensure the production of safe and high-quality ships.
- Any additional documents that the Directorate General of Shipping or local authorities might require as per specific regulations.

Eligibility
The eligibility criteria for applying for a Ship Building and Repair License in India are as follows:
- The applicant company incorporated in India.
- The applicant must have a valid trade license.
- The applicant must have a certificate of experience in shipping building, if available.
- The applicant must have a bank statement showing your financial solvency.
- The applicant must have a clean criminal record.
