Procedure

Apply Online

  1. To Apply for Radio Station License, the applicant has to make the application online via the following link
  2. If the applicant is an existing user, they can click “Sign In” and enter username and password to login.
  3. If the applicant is a new user, the applicant must click “Sign Up” and enter the required credentials and then login.
  4. After login, the applicant must select the application and click “Start filing new application” Button.
  5. Then the applicant must enter the details of company and click “next “button to go to next step.
  6. Next follow the instructions and complete the rest of application by enter the details of owners and partners, employees, and equity and net worth details etc.
  7. Next the applicant must upload all the necessary documents that are mentioned in the “Required Documents” section of this page.

Note: All the document to be uploaded must be in “pdf format” and “digitally Signed”. The portal will automatically reject any document which is not digitally signed or in pdf format.

  1. Accept all terms and conditions by click on checkbox and save the form by clicking “save draft” button.
  2. By click on “Preview” Button, User can see Print Preview of Application form and take print for the same. By click on “Submit” Button, Application will submit to MIB.
  3. Any change in the equity structure of the Licensee Company as well as amendment to shareholders agreement, wherever applicable, shall only be carried out in consultation and with prior approval of Licensor.
  4. After receiving the necessary clearances are obtained, the applicant would be required to pay an initial non-refundable entry-fee of Rs.10 crores to the Ministry of Information and Broadcasting.
  5. After such payment of entry-fee, the applicant would be informed of intent of Min. of I & B to issue license and requested to approach WPC for SACFA clearance.
  6. After obtaining SACFA clearance, within one month of the same, the licensee will have to submit a Bank Guarantee from any Scheduled Bank to the Ministry of Information and Broadcasting for an amount prescribed for the first two quarters, and, thereafter, for an amount equivalent to estimated sum payable, equivalent to License fee for two quarters and other dues not otherwise securitised.
  7. After submission of this Bank Guarantee, the applicant would be required to sign a licensing agreement with the Ministry of Information and Broadcasting as per prescribed proforma (Form-B).
  8. After signing of such licensing agreement with the Ministry of Information and Broadcasting, the applicant will have to apply to the Wireless Planning & Coordination (WPC) Wing of the Ministry of Communications for seeking Wireless Operational License for establishment, maintenance, and operation of DTH platform.
  9. The Licensee shall pay an annual fee equivalent to 8% of its Adjusted Gross Revenue, calculated by excluding GST from Gross Revenue (GR) as reflected in the audited accounts of the company for that particular financial year. The minimum annual license fee shall be subject to 10% of the Entry Fee. The license fee is to be paid on a quarterly basis, the quantum thereof to be equal to the actual License Fee payable for the preceding quarter. The annual settlement of the License Fee shall be done at the end of the financial year.
  10. The Licensee shall also, in addition, pay the license fee and royalty for the spectrum used as prescribed by Wireless Planning & Coordination Authority (WPC), under the Department of Telecommunications.
  11. This entire process can be completed within 6 months or as per the timeline advised by the respective department authority.



Apply In-Person

  1. To Apply for Radio Station License, the applicant has to approach the Ministry of Information and Broadcasting link
  2. An application form will be provided to the applicant by the concerned officer. Or the applicant has to download the application form from the following link
  3. The applicant has to fill in all the necessary details in the application form. (Incomplete applications are not accepted)
  4. Make sure that the applicant has attached all the necessary documents that are mentioned in the “Required Documents” section of this page.
  5. The applicant has to attach the photocopies of the required documents along with the application form while submitting.
  6. Submit all the documents with the completed form to the concerned officer.
  7. After receiving the application, the concerned authority will check the submitted application and document set. If all are in place, the application will be accepted.
  8. Any change in the equity structure of the Licensee Company as well as amendment to shareholders agreement, wherever applicable, shall only be carried out in consultation and with prior approval of Licensor.

  • Memorandum & Articles of Association of the Company
  • Copy of the Registration Certificate of the Company issued by the Registrar of Companies
  • Copy of PAN of company
  • A Written Power of Attorney by Resolution of Board of Directors that the person signing the Application is an authorized signatory.
  • Copy of Bharat Kosh Challan as a proof of payment of Rs. 25,000/- (Rupees Twenty-five Thousand only) towards processing fee
  • Bank Guarantee in Original towards EMD, from a Scheduled Bank
  • Copy of PAN card of each Director of the company
  • Copies of Annual Reports and the audited accounts for the last three years (wherever applicable) 9
  • Copies of income tax returns for last 3 years (wherever applicable)
  • Bio-data giving details of qualifications/experience, etc. of all Directors of the Company
  • Certificate regarding Net Worth and the total foreign shareholding in the company from the Statutory Auditors
  • Each applicant shall indicate the category or categories of cities and the region (s) it desires to bid for at the time of bidding and its eligibility shall be determined accordingly.
  • In case the applicant does not wish to intimate these details and wishes to have the option to take part in any or all categories in all the regions, the applicant company must have the minimum net worth of Rs.10 Crore.
  • Details of Promoters & Major shareholders B. A legally binding agreement as required under clause 3.6.1
  • Details of Shareholders of applicant company (All firms/companies/entities/individuals having shareholding more than 10%)
  • List of projects carried out by the Company 16 List of the projects carried out by the Directors 17 Details of Management positions of the Directors in other companies/organisations and details of these companies/organisations
  • List of subsidiary companies, holding companies, inter-connected companies and companies having same management as that of the applicant company
  • Letter exercising option to participate in Phase-III (Relevant only for Phase-I /Phase- II LOI/LA holders whose LOI/LA were revoked).
  • If any holding company, subsidiary company, inter connected company, and company with same management as that of the applicant company wishes to apply individually in the FM Radio Auction then that company will also have to declare the distribution of the number of the FM channels between them.
  • An affidavit in compliance of clause 5.1.2.
  • Pre Bid Integrity Pact, Duly Signed as in Annexure 10.11
  • Details of criminal cases, if any, against the Company/ Director(s) as per details given in the application form

Eligibility

Eligibility Criteria:
Only companies registered under the Company’s Act, 1956 are eligible for bidding and obtaining permission for FM radio Stations.
The financial eligibility of each applicant company shall be assessed on the basis of the following criteria: -
Minimum Net Worth required as per City Category in each region:

  • D category Cities and cities with population up to 1 lakh: Rs. 50 Lakhs.
  • C category Cities: Rs. 1 Crore.
  • B category Cities: Rs. 2 Crore.
  • A category Cities: Rs. 3 Crore.
  • A+ category Cities: Rs. 3 Crore.
  • All categories of Cities in all regions: Rs. 10 Crore.




Fees

  • The applicant shall pay a non-refundable application processing fee of Rs. 25,000/-




Validity

  • Subject to certain conditions, the permission shall be valid for a period of fifteen (15) years from the date of operationalisation

  • A radio station license is a legal document that grants the holder permission to use a specific frequency band to broadcast radio signals. The license is typically issued by a government agency, such as the Federal Communications Commission (FCC) in the United States or the Ministry of Information and Broadcasting in India.
  • The purpose of a radio station license is to ensure that radio frequencies are used in a coordinated and efficient manner. Without licenses, it would be possible for two or more radio stations to operate on the same frequency, which would cause interference and make it difficult for listeners to tune in to their favorite stations.
