Hong Kong - Apply for Phytosanitary Certificate

Apply In-Person

  1. To apply for a Phytosanitary Certificate, Applicant shall approach the Agriculture, Fisheries and Conservation Department (AFCD). Contact details are listed below under the “office locations and contacts” section.
  2. You have to submit an Application form to the Agriculture, Fisheries and Conservation Department (AFCD)
  3. Application form can be found on the following link: Link or Link
  4. Download the application form “Phytosanitary Certificate” and fill up your details.
  5. Please make sure you have all the required documents that are listed under the Required Document” section of this page.
  6. The applicant shall present the duly filled application form and documents to the Agriculture, Fisheries and Conservation Department (AFCD). Contact details are listed below under the “office locations and contacts” section
  7. The application form must be submitted in person at least 7 days prior to departure of the consignment.
  8. Once the application is accepted, the applicant is required to pay a user fee immediately at the shroffs counter. Please note that all fees are non-refundable whether a phytosanitary certificate can be issued or not.
  9. The Inspector visits the Applicant’s premises and inspects the shipment destined for export.
  10. Once the inspection yields satisfactory results, the inspector issues a Phytosanitary Certificate.
