Hong Kong - Apply for Pawnbrokers Licence


Procedure

  1. To apply for a Pawnbrokers Licence, you will need to file an application with the Liquor and Miscellaneous Licensing Department.
  2. A link to the application form is provided under 'Documents to Use' section which you can use to download it. Forms can also be obtained from the Police Licensing Office at 12/F, Arsenal House, Police Headquarters.
  3. Completed forms may either be submitted to the Police Licensing Office in person or via mail.
  4. Pay the application fee.

  • Details of each bank at which you keep or propose to keep an account in connection with your business as a pawnbroker


Need for the Document

A Pawnbrokers Licence is a licence granted by the Commissioner of Police to a person to carry on business as a pawnbroker. A pawnbroker refers to a person carrying on business by advancing on interest, or for or in expectation of profit, gain or reward, any sum of money on the security of goods taken by such person in pawn.

  • (b) the form of applications for licences, licences, the general book and tickets;
  • (c) the fees payable on the grant or renewal of licences;
  • (d) the conditions subject to which licences are granted; (Rev.09/2016) 2
  • (e) limiting the number of pawnbrokers’ licences that may be allowed in any area;
  • (f) the hours during which the business of pawnbroking may be carried on; and
  • (g) The storage and safe custody of goods pawned.
